About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 17 (specifically the Network Contracting Office 17 in San Antonio, Texas) has issued a Special Notice announcing its intent to award a sole source contract to bioMerieux, Inc. for full-service maintenance of three Government-owned BioFire FilmArray diagnostic instruments. The contract will be a firm-fixed-price agreement covering a base year plus one option year. This procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC code J066 (Maintenance/Repair/Rebuild of Equipment—Instruments and Laboratory Equipment). The notice was posted on December 1, 2025, and applies to the Microbiology Laboratory at Audie L. Murphy VA Hospital within the South Texas Veterans Health Care System. The VA has determined that bioMerieux is the sole source capable of providing the required certified service for these specialized instruments.

The Special Notice provides contractors an opportunity to challenge the sole source determination by demonstrating comparable capabilities within seven calendar days of the posting date, with responses due by December 8, 2025, at 10:00 Central Time. The contract requires a BioFire Certified Diagnostic Service Engineer to deliver comprehensive maintenance services including emergency response within 24 hours, same-day repairs when multiple instruments are inoperable, one annual preventive maintenance visit per instrument, and 24/7 toll-free technical support. All labor, travel, replacement parts, software updates, and related expenses must be included in the firm-fixed-price contract to maintain the instruments in optimal operating condition and ensure compliance with applicable accreditation and regulatory requirements. To challenge the sole source procurement, prospective contractors must provide evidence that they possess equivalent or superior capabilities to deliver BioFire-certified diagnostic service for the specified instrument models. Only contractors who can demonstrate BioFire certification and comparable service delivery capabilities would be eligible to participate if they successfully rebut the sole source justification.
