The Department of Veterans Affairs, Network Contracting Office (NCO) 17, 5441 Babcock Rd., Suite 302, San Antonio, TX 78240, on behalf of the South Texas Veterans Health Care System (STVHCS), 7400 Merton Minter St., San Antonio, TX 78229-4404, intends to award a firm-fixed-price contract to bioMérieux, Inc. for a full-service maintenance agreement for three Government-owned BioFire FilmArray instruments located in the Microbiology Laboratory, Pathology and Laboratory Medicine Service, Audie L. Murphy VA Hospital, STVHCS. The contemplated contract will include a base year and one option year.
Services shall be provided exclusively by a BioFire Certified Diagnostic Service Engineer and shall include all labor, travel, replacement parts, software, and related expenses necessary to maintain the instruments in optimal operating condition and in compliance with all applicable accreditation and regulatory requirements. The contractor shall furnish all on-site repair services for three BioFire FilmArray instruments (Model FLM2-ASY-0001, S/Ns 2FA02498, 2FA02116, and FA3704), including troubleshooting, parts replacement, and verification testing, with emergency response within 24 hours and same-day repair when multiple instruments are down, during normal business hours.
Each instrument shall receive one scheduled on-site preventive maintenance visit per year, performed in accordance with the manufacturer’s procedures, with all parts, labor, and shipping costs included for both preventive and corrective actions for the duration of the contract. The contractor shall provide all required software and firmware updates to maintain current functionality and compatibility and shall furnish 24/7 toll-free technical support, including same-day remote or telephone assistance and coordination of on-site service as necessary.
The requiring activity has stated that bioMérieux is the only source able to provide the required certified service and support for these Government-owned BioFire FilmArray instruments, and the Government intends to solicit from a single source under the simplified acquisition procedures of FAR 13.106-1(b). This notice is not a request for quotations or proposals, and a contract will not be awarded based solely on responses to this notice; however, all responsible sources may submit a capability statement, quotation, or proposal that will be considered by the agency to determine whether a comparable, more advantageous source is available.
Written responses that demonstrate the ability to meet the Government’s requirements must be received within seven (7) calendar days of publication of this notice. If no affirmative written response that demonstrates the capability to meet the Government’s requirements is received within the stated timeframe, the Government intends to proceed with a sole source award to bioMérieux, Inc. using FAR Part 13 procedures, without further notice. The proposed sole source procurement will be a firm-fixed-price contract action with bioMérieux, Inc.
