About this opportunity
The National Institute of Environmental Health Sciences (NIEHS) and the Department of Veterans Affairs Network Contracting Office 8 intend to award sole source purchase orders to Leica Microsystems Inc. for maintenance services, software upgrades, and repair agreements for specialized laboratory equipment. The procurement covers maintenance for a Leica Aperio Versa Scanner under one contract and multiple pieces of tissue processing equipment including BOND-III Processing Modules and PELORIS tissue processors under another contract. Both agencies justify the sole source approach based on Leica's status as the only authorized source with factory-trained engineers capable of servicing this equipment through their Exclusive Regional Dealers network. While these are intended as sole source procurements under FAR Subpart 13.5, interested parties who believe they can meet the requirements may submit written statements of capabilities. All capability statements must be submitted via email by October 10, 2025, with responses going to Odessa.mcglown@nih.gov for the NIEHS contract and rohan.mckenzie@va.gov for the VA contract.
This procurement does not utilize any set-aside designations and is open to all qualifying sources, though Leica Microsystems Inc. is identified as the intended sole source contractor. The contracts fall under NAICS code 811210 for Other Electronic and Precision Equipment Repair and Maintenance, with size standards of $30 million for the NIEHS contract and $34 million for the VA contract. Both procurement actions are structured as 12-month performance periods covering comprehensive maintenance and support services for the specialized laboratory equipment. The equipment includes specific serialized units: two BOND-III Processing Modules, one PELORIS II Dual Retort Tissue Processor, and one HISTOCORE PELORIS 3 tissue processor, indicating the highly specialized nature of the maintenance services required. Offerors must maintain active registration in the System for Award Management (SAM) to be eligible for consideration.
