About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21 is procuring surgical and dental instrument sharpening services at San Francisco VA Medical Center, with quotations due July 31, 2026, at 1:00 PM Pacific Time. The procurement is a service-disabled veteran-owned small business set-aside, 100% reserved for certified SDVOSBs.
Place of performance is San Francisco VA Medical Center. Services include onsite inspection, sharpening, adjustment, lubrication, alignment, and minor repair of reusable surgical and dental instruments. Surgical instruments require twice-monthly scheduled visits during normal business hours (Monday–Friday, 8:00 AM–5:00 PM, excluding federal holidays); dental instruments require quarterly service visits. The contractor must complete all instruments presented for service within the agreed visit window and return them ready for use. The base period of performance runs from September 1, 2026, through August 31, 2027, with four one-year option periods extending through August 31, 2031.
The contractor must employ qualified Field Service Engineers with minimum two years' experience, maintain service manuals and tools, comply with OEM instructions and ANSI/AAMI standards, and carry general liability insurance of $500,000 per occurrence and property damage liability of $500,000. Services are subject to the Service Contract Act with prevailing wage determination WD2015-5637 for the San Francisco–San Mateo area. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC code is J065.
Evaluation uses a three-factor best-value approach: Technical Capability (20-page limit, including Performance Plan and Quality Control Plan), Past Performance (three to five references from the past five years with similar scope and magnitude), and Price. Quotations must be submitted electronically to durell.salaz@va.gov as separate PDF documents for each volume. Questions are due five business days after the July 24 posting date. All vendors must be registered in SAM with a valid UEI; SDVOSBs must also be registered with the SBA's small business search database at submission.
