About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 21 (NCO21) has published a Notice of Intent to Sole Source a federal contract for Software Evolution Services (SES) supporting Philips Monitoring System medical equipment at the VA Sierra Nevada Health Care System in Reno, Nevada. This special notice announces the Government's intention to award a sole source, firm-fixed-price contract to Philips North America LLC for a five-year period running from April 5, 2026, through April 4, 2031. The sole source justification is based on Philips' proprietary technology elements that are not released to third-party entities, and the Government has determined that these specialized services are available only from this single source without incurring unacceptable delays or duplicative costs. The contracting authority is derived from 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1), as implemented under FAR 6.103-1(b). This synopsis is issued for information purposes only and does not constitute a competitive solicitation.
Interested firms have fifteen calendar days from the publication date of April 3, 2026, to contact Contracting Officer Larry Facio at larry.facio@va.gov to declare their interest and capability to provide these services. A critical requirement for any interested party is obtaining and submitting a formalized written declaration from Philips confirming full access to all hardware, software/firmware, licensing, credentialed training, passwords, and network access capabilities; without such bona fide declaration from Philips, a firm cannot be considered as a viable alternative source. Respondents must also indicate their business classification (large, small, small-disadvantaged, 8(a), or woman-owned) and ownership status (U.S. or foreign). The applicable NAICS category is 541519 (Other Computer Related Services), with a Product Service Code of J065. All inquiries must be submitted in writing via email, as telephone inquiries will not be accepted, and the Government will not compensate for any submitted information.
