About this opportunity
The Department of Veterans Affairs' Veterans Health Administration, specifically the VA Caribbean Healthcare System Network Contracting Office 8, has issued a Special Notice regarding their intent to negotiate a sole-source Blanket Purchase Agreement for preventive and corrective maintenance services of Olympus Fiberscopes. The procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34,000,000 and uses PSC Code J065 for medical equipment maintenance and repair. The identified sole-source vendor is Olympus Latin America, Inc., which serves as the original equipment manufacturer and only authorized service provider for Olympus medical equipment. The maintenance services will cover endoscopic equipment across multiple medical departments including Urology, Gastroenterology, Surgical, Ear, Nose and Throat, and Pulmonary sections at VACHS. The BPA will be established under FAR 13.303 and 13.106-1(b)(2) authorities.
The primary purpose of this Special Notice is to inform the marketplace of the VA's intent to proceed with a non-competitive procurement while providing an opportunity for potential competitors to demonstrate that competition would be advantageous to the government. This is explicitly not a competitive solicitation or request for offers, and no solicitation package is available. Any party wishing to challenge the sole-source approach must submit a response by September 8, 2025, at 10:00 AM Puerto Rico local time to the designated contracting officer at baryan.sierrapierluissi@va.gov. Responses must contain clear and convincing evidence that competition would benefit the government, effectively requiring challengers to overcome the presumption that only the OEM can provide the required specialized maintenance services. The successful BPA holder will be required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other necessary items to perform comprehensive maintenance services on the Olympus endoscopic equipment throughout the healthcare system.
