About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21 is issuing a pre-solicitation notice for on-site maintenance services of medical imaging equipment currently in use at the VA Northern California Healthcare System. The agency intends to sole source this procurement to Philips North America LLC under Product Service Code J065 (Maintenance/Repair/Rebuild of Medical, Dental, and Veterinary Equipment) and NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance). However, the VA will consider capability statements, proposals, or quotations from all responsible sources before making a final determination to proceed with the sole source award. The solicitation will be posted on SAM.gov on or about December 10, 2025, and interested parties must submit written responses to Mathew Czeshinski at mathew.czeshinski@va.gov by 12:00 EST on December 10, 2025. The contract will be structured as a firm fixed price purchase order for equipment maintenance services.
No set-aside designation has been applied to this procurement, and Philips North America LLC is identified as the intended sole source contractor based on its role as the Original Equipment Manufacturer for the specialized medical imaging systems requiring maintenance. The equipment covered by this contract includes multiple advanced imaging devices such as Ingenia 1.5T and 3T MRI units, DigitalDiagnost 4 High Performance X-ray systems, Azurion 7 M20 systems, and IntraSight and SyncVision equipment located at Sacramento VA Medical Center and other Northern California VA facilities. The contract will have a base year performance period from January 1, 2026, through December 31, 2026, with four optional one-year renewal periods extending through December 31, 2030. The justification for sole sourcing emphasizes that only the Original Equipment Manufacturer can service these complex proprietary systems, as no authorized distributors are available to provide the required maintenance services at the specified quality level.
