About this opportunity
The Department of Veterans Affairs Network Contracting Office 8 (NCO 8) has issued a Special Notice announcing their intent to make a sole source award to Philips North America LLC for ongoing support of Invivo DynaCAD software at the Bay Pines VA Healthcare System in Florida. The procurement is being conducted under FAR 6.302-1, as the VA has determined through market research that Philips is the only vendor capable of providing the necessary supplies and services. The specialized software package is used for post-MRI acquisition image processing to aid radiologists in evaluating breast, prostate, and neurological MRI imaging, as well as for guiding MRI-guided percutaneous biopsies. The current service warranty expires on August 20, 2025, necessitating a new service plan to ensure continuous operation. The notice is classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance and PSC code J065 for Medical Equipment Maintenance.
The primary objective is to ensure continuous and optimal operation of the DynaCAD 5 Breast & Prostate software through comprehensive technical support, regular maintenance, user training, and two annual software tune-ups. The software must meet specific functional requirements including compatibility with all existing MRI imaging devices at Bay Pines VA, integration with the Philips Intellispace PACS network, and the ability to support concurrent use by at least three interpreting radiologists simultaneously. While this is intended as a sole source procurement, interested parties may submit Expressions of Interest (EOI) by email to Gwendolynn.Mccranely@va.gov by July 16, 2025, at 12:00 PM EST, with the solicitation number 36C24825Q0736 in the subject line. Contractors must provide detailed data concerning their capabilities to provide comparable supplies and services, including pricing and technical data sufficient to demonstrate their ability to meet the government's requirements. The government will consider all EOIs received by the deadline solely for the purpose of determining whether to conduct a competitive procurement, though the final decision remains at the government's discretion.
