Network Contracting Office 8 (NCO 8) intends to make a sole source award to Philips North America LLC., under the authority of FAR 6.302-1, when the supplies or services required by the agency are available from only one responsible source. Market research was conducted and determined that Philips North America LLC. is the only vendor capable of providing supplies and services necessary to meet the requirements.
The proposed procurement is to support the Bay Pines VA Healthcare System, 10000 Bay Pines Blvd, Bay Pines, Florida 33744, procured a highly specialized software package for post-MRI acquisition image processing to aid Radiologists in the evaluation/interpretation of breast, prostate, and neurological MRI imaging, and for use in the guidance of breast and prostate, MRI Guided, percutaneous biopsies. The current service warranty will expire on 08/20/2025 and requires a new service plan for continuance.
OBJECTIVES: The primary objectives of this project are to:
· Ensure continuous and optimal operation of the DynaCAD software
· Provide timely and effective technical support and troubleshooting
· Conduct regular maintenance and apply necessary updates and upgrades
· Offer ongoing user support and training
· Monitor system performance and implement optimizations as needed
· Provide (2) software tune-ups per year at the customer’s request

SOFTWARE FUNCTIONAL AND PERFORMANCE CHARACTERISTICS:
DynaCAD 5 Breast & Prostate
· Fully automated post acquisition image processing
· User customizable hanging protocols
· Automated transfer of images, statistical data and Prostate PI-RADS® reports to PACS
· Ability for concurrent/simultaneous users of breast and prostate modules
SPECIFIC FUNCTIONAL NEEDS/SALIENT CHARACTERISTICS
· Software must be compatible with ALL existing MRI imaging devices at Bay Pines VA (various manufacturers)
· Software must be compatible with the existing Philips Intellispace PACS network
· All MRI image post processing must be fully automated requiring no end user prompts.
· DynaCAD 5 Breast & Prostate module must allow for concurrent/simultaneous use by at least 3 interpreting radiologists i.e. a 'breast interpreter', a 'prostate interpreter' and one other user simultaneously, and/or 2 'breast interpreters' OR 2 'prostate interpreters' and one other user simultaneously.
· DynaCAD 5 Breast & Prostate module must allow for customizable hanging protocols to accommodate all Bay Pines VA Mammography interpreting Physicians.
· DynaCAD 5 software package must be able to 'run' concurrently.
· All Analysis reports, statistical data and Prostate PI-RADS reports must be auto generated, displayed with the appropriate images at the time of study interpretation, and with the ability to be sent to PACS as and when desired by the interpreting radiologist.
This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. This is strictly for market research purposes. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide supplies/services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available.
The government may consider all Expressions of Interest (EOI) received prior to July 16, 2025, at 12:00 PM EST. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be emailed to Gwendolynn.Mccranely@va.gov using the following title in the email’s subject line: 36C24825Q0736 Invivo DynaCAD 5 and received by 12:00 PM EST on July 16,2025. Submitters are responsible for ensuring their EOI reaches the designated contracting officer on-time.
