About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1, specifically the Providence VA Medical Center in Rhode Island, has issued a Special Notice announcing its intent to award a sole-source contract to Netsmart Technologies, Inc. for AMS Enterprise Software Support services. The notice, published on July 29, 2025, indicates the government's intention to negotiate with only one source under FAR 13.106-1(b) authority for this firm-fixed-price contract. The procurement falls under NAICS code 541519 (Other Computer Related Services) and PSC code J065 for maintenance and repair of medical equipment and supplies. Network Contract Office 1's Procurement Office East is handling the procurement on behalf of the Providence VA Medical Center. The contract involves specialized software support for AMS Methadone inventory management software that has been utilized by the facility's Opioid Treatment Program for approximately eight years.

The primary purpose of this Special Notice is to provide market research opportunities for other potential contractors who believe they are qualified to provide equivalent AMS Enterprise Software Support services before proceeding with the sole-source award. Interested parties must submit detailed documentation demonstrating their qualifications to the contracting specialist at glorimar.estevezcortorreal@va.gov by August 5, 2025, at 12:00 PM Eastern Time. The government's justification for the sole-source approach centers on Netsmart Technologies being the exclusive designer and supporter of the AMS Methadone inventory software, which provides critical 24/7 technical support for medication dosage issues, inventory management, and reporting functions. The notice explicitly states this is not a request for competitive proposals and no solicitation is currently available, with the government maintaining sole discretion in determining whether to conduct a competitive procurement based on any responses received. The software system is essential for automating methadone inventory management, distribution, and reporting tasks for veterans receiving opioid treatment services.
