Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 1, Providence VA

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Netsmart Technologies Inc. is the sole designer and supporter of the AMS Methadone inventory software. This Software automates the routine tasks associated with Methadone inventory management, reception, distribution, and reporting. This service allows for real-time, 24/7 technical support for Methadone dispensing nursing and administrative staff to problem-solving dosage issues, inventory discrepancies, and generate reports.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Netsmart Technologies Inc. is the sole designer and supporter of the AMS Methadone inventory software. This software automates the routine tasks associated with Methadone inventory management, reception, distribution, and reporting. This service allows for real-time, 24 hours a day 7 days a week technical support for Methadone dispensing nursing staff and administrative staff to problem-solve medication dosage issues, inventory discrepancies, and generating of reports. Additionally, the Opioid Treatment Program at the Providence VA Medical Center has been utilizing the current AMS software and Netsmart support for approximately eight years. It is currently installed and familiar to the clinical staff that utilize it. Continuing this support service will prevent the disruption of services to our Veterans. Changing to another system would be cost and time prohibitive.
4. Description of market research conducted and results or statement why it was not conducted: FPDS using keywords methadone avatar resulted in contract only from Netsmart Technologies, could not find a direct match to the requested services.
A sole source letter was obtained from Netsmart Technologies, no further market research is necessary.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
