About this opportunity

The Department of Veterans Affairs Network Contracting Office 7 is issuing a pre-solicitation notice for annual preventative maintenance and service support for Canon CT imaging systems at the Charlie Norwood VA Medical Center in Augusta, Georgia. The procurement specifically covers two Canon CT scanners: an Aquilion ONE PRISM Edition and an Aquilion EXCEED Large Bore CT Scanner located in the Radiology Department. The VA intends to award this as a sole-source delivery order under existing IDIQ contract SPE2D1-17-D-0022, citing that only Canon Medical Systems USA, Inc. possesses the OEM proprietary rights, certified parts, and trained professionals necessary to ensure operational integrity and patient safety. The procurement requires unlimited routine and emergency maintenance with stringent response times of two hours for phone support and eight hours for on-site response when equipment is down. Any responses challenging the sole-source determination must provide clear and convincing evidence that competition would be advantageous to the government and must be submitted by 12:00 pm EST on October 14, 2025, via email to Jessica.Cummings3@va.gov.

This procurement has no set-aside designation and Canon Medical Systems USA, Inc. is identified as both the incumbent and sole qualified contractor due to their status as the original equipment manufacturer. The contract is structured as a firm-fixed-price agreement spanning a base year plus four option years, running from November 1, 2025, through October 31, 2030, for a total potential five-year term. Service maintenance agreements under this class justification typically range from $50,000 to $1 million and will not exceed 12 months in duration. The procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. Services will be performed during normal hospital hours from 8am to 4:30pm, Monday through Friday, with 24/7 technical phone support available. The broader VA medical system utilizes similar maintenance agreements across approximately 170 medical facilities for various high-tech medical imaging equipment including CT scanners, MRI systems, X-ray systems, nuclear medicine equipment, and ultrasounds.
