About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 7 has issued a Special Notice announcing its intent to award a sole-source delivery order for annual preventative maintenance and service support of Canon CT imaging systems at the Augusta VHA medical facility. The notice is published under solicitation number 36C24726Q0062 and falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. The VA intends to award this delivery order directly to Canon Medical Systems USA, Inc., citing federal acquisition regulations that permit sole-source awards when only one source can provide the required supplies and services. The procurement will be processed against existing IDIQ contract SPE2D1-17-D-0022 and involves maintenance services for Canon CT scanners including the Aquilion ONE Prism Edition and Aquilion Exceed Large Bore models. Canon Medical Systems USA, Inc. is being selected as the original equipment manufacturer with proprietary rights, certified parts, and factory-trained technicians necessary for the specialized maintenance work.
The purpose of this Special Notice is to provide advance notification of the VA's intent to make a sole-source award while allowing other potential contractors an opportunity to challenge this determination if they can demonstrate that competition would be advantageous to the government. Any responses challenging the sole-source decision must be submitted by 12:00 PM EST on October 14, 2025, via email to Contract Specialist Jessica Cummings at Jessica.Cummings3@va.gov. The VA emphasizes that this is not a request for competitive proposals or a solicitation, and no solicitation package is available. To be eligible to challenge the sole-source determination, contractors must provide clear and convincing evidence that competition would benefit the government. The contract covers comprehensive maintenance services including unlimited routine and emergency service, 24/7 technical support, on-site response within 8 hours, and full parts replacement, with a base year running from November 1, 2025, to October 31, 2026, plus four one-year option periods. The VA's justification centers on ensuring operational integrity, patient safety, and compliance with OEM specifications for these critical medical imaging systems.
