About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 (VISN 23) is soliciting maintenance services for Bayer Contrast Injectors across multiple medical facilities. The primary services required include predictive maintenance performed at manufacturer-recommended intervals (minimum annually), Certegra software updates and technical support, and comprehensive documentation of all work performed. Qualified contractors must possess original equipment manufacturer factory-certified training, authorization letters from the equipment manufacturer, and demonstrate the ability to deploy a field service representative within five hours of each VISN 23 medical center. Evaluation will be weighted toward technical capability and past performance more heavily than price, with technical capability assessed based on vendor qualifications and Performance Work Statement satisfaction. Questions must be submitted 72 hours before the deadline (by April 26, 2026, at 12:00 PM CDT), and proposals are due April 28, 2026, at 12:00 PM CDT.
This is a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract, restricting competition exclusively to certified SDVOSB entities. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) arrangement consisting of three one-year ordering periods with a maximum contract value of $1,100,000 and a guaranteed minimum of $25,000. The scope covers maintenance of 66 contrast injector units across 10 VISN 23 facilities located in Iowa, Nebraska, Minnesota, North Dakota, and South Dakota. Performance standards include 100 percent compliance with preventive maintenance intervals, two-hour telephone response during business hours with 24-hour onsite response capability when needed, and documentation delivery within 30 days of completion. All parts used must be original equipment manufacturer parts, with reverse-engineered or refurbished components prohibited without written contracting officer approval, and subcontracting is not permitted without prior written authorization.
