About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 is soliciting proposals to upgrade physical access control systems at multiple facilities. The contractor will be responsible for reprogramming existing hardware, installing new hardware, and upgrading software once approved. The contractor must provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and non-personal services. Proposals are due by June 6, 2022 and the contract will be awarded to the responsible offeror whose proposal best meets the requirements in the solicitation and provides the best overall value to the government.

There is no set-aside designation. The work involves 175 doors across various buildings that will be upgraded in five phases over an estimated 175-day period. Key facilities are located in Illinois and include buildings at the Captain James A. Lovell Federal Health Care Center along with community-based outpatient clinics in Evanston, Kenosha, McHenry, and regional offices in Gurnee. The estimated period of performance is 210 days for installation followed by four option years for annual maintenance support.

The purpose of Solicitation 36C25222Q0559 Amendment 0002 is to provide site visit location and general visit information for site visit scheduled on TUESDAY 5/24/2022 at 10:00am Local Time. Participation in site visit IS NOT required to submit a quote. If you are interested in participating in the site visit, please contact the customer POC identified in the solicitation. No other changes to the solicitation via Amendment 0002.

Parking is limited directly around the main building. Recommend parking in the parking lot T shown on the site map with a red star. We will have staff meet you at the facility quarter deck (Green Star) and escort you to the Conference room where the initial kick off meeting.

We will proceed from there to visit a few representative doors and equipment locations.

Copies of the SOW will be available if you do not bring one with you.

If something was not clearly defined in the SOW, you will submit a request in writing to the CO s office. The CO will determine if further clarifications is warranted and address them via solicitation amendment.

The purpose of Solicitation 36C25222Q0559 Amendment 0001 is to revise the site visit day/time. The date of the site visit has been changed from WEDNESDAY 5/25/2022 at 10am Local Time to TUESDAY 5/24/2022 at 10:00am Local Time. Participation in site visit IS NOT required to submit a quote. If you are interested in participating in the site visit, please contact the customer POC identified in the solicitation. No other changes to the solicitation via Amendment 0001.

The Contractor shall provide all personnel, equipment supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to perform the procurement and installation and annual support (see below) of a Physical Access Control System (PACS) for the facilities listed above as defined in this Statement of Work (SOW). The Contractor shall perform to the standards in this contract. Contractor deliverables include the re-programing existing hardware, installation of new hardware and upgrading the software as available once approved.
