Questions & Answers/Clarifications

· B.3 Section 2 - Please confirm from the SOW that full certificate validation is required.

· CLIN 0018 added to the Base Year Price/Cost Schedule in support of full certificate validation.

· Walkthrough - The existing boards provided in pictures are all the mercury green boards. Only the newer version red boards will meet the design intent on a Lenel or any other Mercury based platform. As we weren’t able to see every board in the system are we to assume that all must be replaced?

· Yes, due to the age of the current install.

· Walkthrough - During the walkthrough it was discussed that this project is best value and technical evaluations and speed of installation would be strongly considered in addition to price is that correct?

· Speed is not a factor as supply lines are not the vendors fault.

· Section E.5 - The solicitation is listed as small business set aside with preference to a SDVOSB or VOSB only if the price is lower than a competing technically acceptable offer. Is this the extent of the..

· Last sentence in Section E.5. states “Preference shall be applied when all other factors (price, technical capability and experience) are equal.”

· Walkthrough – All cabinets appear to be keyed the same. It was expressed that rekeying the cabinets as well would be needed for new and those to be reused. Please confirm.

· Yes Rekey existing cabinets.

· Walkthrough – Will the new and reused cabinets need to be tied in with tamper alarms when they are opened?

· Yes

· Walkthrough – Almost all of the existing locks and readers are integrated into the door with request to exit and door position status tied in.

· There is not a FIPS 201-2 compliant reader for the all in one readers/lever sets installed now. Does the government approve rewiring these doors with a traditional wall mount reader, door position switch, PIR request to exit, and electric strike where needed?

· Yes

· If yes above will a blank plate on each side of the door that matches the metal kick plates existing to the doors be approved to cover the holes after removing these readers of does the government want to abandon in place?

· Preferred is remove and cover.

· Walkthrough – Drawings were not available and we were not able to access each controller box across the entire system. Given that each new controller needed will handle 8 FIPS 201-2 compliant doors, would the government update the spreadsheet to include head end controller counts? Without drawings contractors cant simply divide by 8 to get the correct number of controllers in some of the larger buildings where risers are unknown.

· Estimated Controller count (58) and locations are attached in the updated PACS Appendix A Clean spreadsheet (Doors tab).

· What is the average wire run for n new doors and network connections?

· 30 to 300 feet

· Walkthrough – The water bugs lists as one for the under floor monitoring. In the room we looked at the appropriate number would be around 8-10 given it’s size. Would the government tell us how many total they would like? Or how many in each room for proper estimating?

· See attached PACS Appendix A Clean for square foot for each locations. (Water Bugs tab)

· Mercury panels have a lead time of 3-6 months. HID has largely stopped giving lead times and we have seen 6-12 months for the readers needed. If there is another solution on the GSA APL with readers in stock allowing the integrator to actually meet the timeline would that give a higher score in the technical evaluations rather than waiting 6-12 months to start this project with Lenel?

· Proper equipment is required not speed.

· Under the GSA APL there is the 13.01 topology and 13.02. Does the government have a preference?

· No

· Will the government provide all switches, patch panels, and building interconnects over the network as needed?

· Yes

· Is there a preferred color scheme for new PACS cabling being run for this IT group system?

· No

· Do any of the readers require contact readers for level 1, 2, or 3? Or does two factor in the SOW only mean swipe and pin?

· Can a prime contractor submit a bid with two different solution and pricing options, or two separate proposals?

· General Preferred System Page 27 mentions Lenel under Item Number 0002 and 0003. Is Lenel OnGuard the preferred ACS?

· Solicitation - B.4 Item Number 0001 – Annual Software Maintenance Support Can the customer clarify what cost is to be covered under this Item Number? Is this intended to only cover the Manufacturer's annual support agreement?

· This should include Security patches and annual support agreement. If a version upgrade is required, that would need to be reported.

· Solicitation - B.4 Item Number 0004 - Replace, reprogram existing doors/install controllers Can the customer clarify what cost is to be covered under this Item Number? Is this intended to only cover the ACS installation under Phase 1, 2, and 3?

· If the existing equipment is fully functional then the reprogramming is required. If the existing equipment does not work or will not work with the new configuration, then replacement will be required.

· Solicitation - B.4 Item Number 0005 - Install/program new door controllers, readers Can the customer clarify what cost is to be covered under this Item Number? Is this intended to only cover the ACS installation under Phase 4?

· If the existing equipment is fully functional then the reprogramming is required. If the existing equipment does not work or will not work with the new configuration, then replacement will be required.

· Solicitation - B.4 Item Number 0009 - Additional Door Install/Program (New or Replacement) The quantity for this Item Number is 4 but the Appendix A identifies 5 new doors for Phase 5. Should this Item Number be updated to a quantity of 5?

· 5 is the estimated number of doors to repair or new installs for a average year.

· Solicitation - B.4 Item Number 0010 - Installation Labor Can the customer clarify this Item Number? Is labor only to be included here and not for any of the other Item Numbers?

· Labor quote in support of base year CLINs. Option Year CLINs where labor is involved should be included in the pricing.

· Solicitation - B.4 Item Number 0011 – Project Manager Can the customer clarify this Item Number? Is Project Manager hour only to be included here and not for any of the other Item Numbers?

· Believe this is the design phase only.

· Solicitation - B.4 Item Number 0012 – Checkout Can the customer clarify this Item Number? There is not enough of a description and "Checkout" isnt mentioned anywhere else in the RFP.

· Solicitation - B.3 On-Site will require working with VA staff to be granted access to a Site workstation Is the contractor expected to provide a workstation for this installation or will that also be provided by the site?

· VA Network workstation will be provided for onsite work. Once VPN is established Vendor will need to provide their own equipment.

· General Due Date Would the customer consider extending the due date for this RFP to allow time for the questions to be answered and the proposal teams to address any amendments?

· Due date for quotes is revised to 6/6/2022 @ 10:00 AM Local Time via this amendment.

· Is there a current VAR of record/maintenance contract in place for the facilities? If so, may we have the information of the current incumbent providing the support?

· No, any maintenance that is needed on the Facility system is contracted out on a per instance bases.

· Is the current installed physical access control equipment able to read the v8.1 credentials that the VA will be issuing through the USAccess program?

· Yes, it is also able to read DoD CAC.

· Does the existing system have an Authority to Operate on the network? If not, will that be a requirement?

· The equipment is considered part of the Special Purpose System group and will be included in the ATO for that group. The software and equipment is scanned for vulnerabilities and reports are provide to the IT staff. Those reports will be provided to the Vendor to remediate, and will have a expected completion date.

· Certain access control system platform that you prefer or if you’re open to recommendations?”

· As long all requirements are met.

· Most Comm rooms have open ceilings, the Data Centers have dropped ceilings.

· In some locations, otherwise you will need to use J hooks.

· No, but emergency power will be available, in locations where it exists.

· Yes, as long as all doors are covered with the same system.

· Yes, but not required, except one building (1st floor building 4)

· Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t?

· The main hospital is a 24/7 operation so yes. All other locations will need to be done during normal working hours.
