About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 6 seeks a turnkey wireless credentialed access control system for Building 514 (Polytrauma Building) at Richmond VA Medical Center, with proposals due September 11, 2026. The procurement carries no small business set-aside and will be awarded on a firm-fixed-price basis.

Place of performance is Richmond, VA. The contractor must remove the existing end-of-life Stanley Wi-Q system and install a fully operational modern electronic access control solution covering 29 designated doors, including a dedicated system server, operator workstation, badge printer, electronic locks or strikes, contactless card readers, door position switches, request-to-exit devices, emergency exit buttons, control panels, power supplies with backup batteries, wiring, at least 100 pre-programmed smart cards, system programming and integration, testing, onsite staff training, and as-built documentation. All work must be completed within 120 calendar days of notice to proceed, with performance during normal business hours (Monday–Friday, 8:00 AM–5:00 PM EST, excluding federal holidays). After-hours access requires Government escort due to the active medical facility status. Site visit attendance is mandatory for competitive consideration; the site visit was held August 24, 2026.

The contract period runs September 28, 2026 to January 25, 2027. Payment is made upon work completion via electronic funds transfer with Net 30 discount terms; this is a non-severable contract with no progress payments. The NAICS code is 561621, Security Systems Services; PSC is J063. Evaluation criteria are technical capability, past performance, and price. Service Contract Act prevailing wage rates apply, ranging from approximately $14.12 to $51.72 per hour depending on occupation. The Government does not provide as-built drawings or guarantee existing infrastructure availability; contractors are responsible for field verification and determining necessary materials and installation methodologies in compliance with applicable building codes. Equipment substitutions are permitted provided they comply with the Buy American Act and Trade Agreements Act. Amendment 0001 (September 3, 2026) provides responses to 29 RFIs received prior to the deadline; the offer due date remains unchanged.
