652 Access Control System for B514 Polytrauma RFIs/Questions

1. How old is the facility?

RESPONSE: The Richmond VAMC opened in 1946. Building 514, the place of performance, appears to have been constructed sometime in the 1990s.

2. How much square footage is in the facility?

RESPONSE: The estimated total square footage of the facility is 20,286 sq. ft.

3. How stable is the power?

RESPONSE: The place of performance is a Polytrauma medical facility. Assume that the power is stable.

4. Is there a dropped ceiling in all areas of installation?

RESPONSE: Companies providing this service customarily would investigate the customer’s location to review this type of information, rather than attempt to submit a quote for work to be performed on a site that the offeror has not seen. The RFI process is not intended to be used as a substitute to site visit attendance for remote offerors attempting to submit a quote. Competitive quotes are anticipated with the current solicitation and site visit attendance.

5. What type of walls are in the perimeter areas?

RESPONSE: Companies providing this service customarily would investigate the customer’s location to review this type of information, rather than attempt to submit a quote for work to be performed on a site that the offeror has never seen. A site visit was held where this information would have been confirmed. The RFI process is not intended to be a substitute for attendance of a site visit for remote companies wanting to submit a quote.

Competitive quotes are anticipated with the current solicitation and site visit attendance.

6. Do we need to drill between the walls, to run our cable infrastructure?

RESPONSE: Companies providing this service customarily would investigate the customer’s location to review this type of information, rather than attempt to submit a quote for work to be performed on a site that the offeror has never seen. A site visit was held where this information would have been confirmed. The RFI process is not intended to be a substitute to attendance of a site visit for remote companies wanting to submit a quote.

Competitive quotes are anticipated with the current solicitation and site visit attendance.

7. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?

RESPONSE: The answer to the question depends on normal industry practice, as well as consideration for building codes/safety issues and practical matters such as the ability to service the system after installation. A site visit was held for offerors to make determinations regarding material/labor estimating. The RFI process is not intended as a substitute for remote offerors attempting to submit a quote for work at locations that they have not seen.

Competitive quotes are anticipated with the current solicitation and site visit attendance.

8. Are the door frames metal and concrete filled?

RESPONSE: The answer to this question may vary in different areas. A site visit was held for offerors to make determinations regarding material/labor estimating.

9. Please provide a comprehensive list of quantities of all IDS items needed (e.g. total number of motion sensors, glass breaks, etc.) per location.

RESPONSE: The statement of work of the solicitation provides the scope of work. A site visit was held for offerors to make determinations regarding material/labor estimating. The RFI process is not intended as a substitute for remote offerors attempting to submit a quote for work at locations that they have not seen.

10. Do you currently have existing IDS Sensors in your doors? Please specify which doors.

RESPONSE: The Government was unable to locate as-built drawings specifically identifying existing IDS device locations. Contractor shall field verify existing conditions. A site visit was already held and competitive offers are anticipated.

11. What is the manufacturer of the existing IDS system?

RESPONSE: The Government was unable to identify the existing IDS manufacturer from the available Building 514 record drawings, submittals, and project closeout documentation.

12. Will we be able to reuse the existing cable? If so, what type of cable is there currently?

RESPONSE: Offerors should review the solution they intend to quote and the existing system stated in the Statement of Work. Reuse of existing wiring would be based on whether existing wiring is suitable for the system/components being installed, common industry practice and building code/safety requirements. A site visit was held for offerors to make determinations regarding material/labor estimating. The RFI process is not intended as a substitute for remote offerors attempting to submit a quote for work at locations that they have not seen. Competitive quotes are anticipated with the current solicitation and site visit attendance.

13. Are Ceilings Suspended? Or Hard Lid?

RESPONSE: Ceiling construction varies by location. Offerors shall verify existing field conditions. A site visit was provided for this purpose.

14. Are there existing Cable Trays for wiring above ceilings?

RESPONSE: The Government does not guarantee the availability or suitability of existing cable tray for the proposed installation. Offerors shall verify existing field conditions and include the pathway required to complete the work in accordance with the solicitation and applicable codes.

15. Can Existing Wiring be utilized?

RESPONSE: Offerors should review the solution they intend to quote and the existing system stated in the Statement of Work. Reuse of existing wiring would be based on whether existing wiring is suitable for the system, common industry practice and building code/safety requirements.

16. Is a “UPS” required? If so, What Time/Power Duration is required?

RESPONSE: Offerors shall provide all equipment necessary to meet the requirements of the solicitation and ensure no impact to facility operations. In the event a portion of the work may affect facility operation, the work and any necessary outages must be coordinated with the facility and approved by the Contracting Officer and/or Contracting Officer’s Representative.

17. Are “Or Equal” Equipment substitutions allowed?

RESPONSE: There are no brand name-only requirements for this action. However, the Buy American Act and Trade Agreements Act applies. See RFO FAR clause 52.225-5 and RFO FAR provision 52.225-6 included in the solicitation.

18. Is “Plenum Wire” acceptable?

RESPONSE: The Government will not authorize the use of inferior substitute materials in a general “blanket” statement responding to RFIs. Offerors should utilize the materials appropriate for the installation based on building code, power requirements and other needs specific to the work being performed. Plenum wire may be appropriate in some aspects of the work, and inappropriate for other parts of the installation. An offeror suitably experienced with this type of work would likely already be aware of the answer to this question.

19. Is “After Hours Access” for said work, available to contractor at no add’l cost to the

Gov’t?

RESPONSE: The Contractor needs to be escorted by Government personnel at all times due to the location being an active medical facility. This may be a limiting factor on the availability of ‘after hours access’.

20. What is the height of Exterior Cameras? (If any)

RESPONSE: A site visit was held for offerors to make determinations regarding material/labor estimating. The RFI process is not intended as a substitute for remote offerors attempting to submit a quote for work at locations that they have not seen.

21. Please provide/post other “Q & A” requests.

RESPONSE: Provided.

22. Please provide a list of equipment and parts # that are to be installed.

RESPONSE: The statement of work establishes the required system and performance requirements. It is the offeror's responsibility to determine and provide the equipment, materials, quantities, and part numbers necessary to furnish a complete and functional installation in accordance with the solicitation.

23. Are there pipe chases between floors?

RESPONSE: The Government does not guarantee the availability of pipe chases for this work. Offerors shall verify existing field conditions and include the pathways necessary to complete the installation in accordance with the solicitation and applicable codes.

24. What is the range of the budget for this project, and is it already appropriated?

RESPONSE: There is no magnitude of construction provided for this project as the scope of work falls under NAICS code 561621, which is a service NAICS code.

25. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?

RESPONSE: The project is non-severable. Payment will be made upon completion of work.

26. How many feet of new wire will have to be run?

RESPONSE: Companies providing this service customarily would investigate the customer’s location to review this type of information, rather than attempt to submit a quote for work to be performed on a site that the offeror has never seen. A site visit was held where this information could have been estimated. Competitive offers are anticipated with the current solicitation and site visit attendance.

27. What kind of cipher lock and quantities are required e.g. X-10

RESPONSE: The statement of work establishes the access-control requirements. Offerors shall determine and provide the lock type, equipment, and quantities necessary to meet those requirements. No X-10 lock requirement is established by this RFI response unless specifically identified elsewhere in the solicitation.

RESPONSE: All information that is required to be disclosed will be disclosed. The RFI process is not intended as a substitute for remote offerors attempting to submit a quote for work at locations that they have not seen. The site visit attendance sheet is provided with this Amendment 0001.
