About this opportunity
The Department of Veterans Affairs Veterans Health Administration is soliciting quotes for comprehensive generator preventive maintenance, repair, and load bank testing services at the Overton Brooks VA Hospital in Shreveport, Louisiana. The solicitation seeks a contractor to maintain seven generators through semi-annual and annual scheduled maintenance, quarterly inspections, four-hour annual load bank testing, and 24/7 emergency service capabilities. Contractors must demonstrate the ability to restore equipment to full performance within one week of service calls and provide portable emergency generators when multiple units fail simultaneously. The procurement will be evaluated using Lowest Priced Technically Acceptable (LPTA) criteria as a brand-name solicitation. The original question deadline was August 29, 2025, with the quote submission deadline extended from September 2, 2025, to September 8, 2025, at 10:00 AM Central Time.
This opportunity is designated as a total set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 811310 with a $14 million size standard. No incumbent contractor is specifically identified in the solicitation documents. While no specific contract value is disclosed, the procurement structure includes a base year with four optional one-year extensions, potentially spanning from September 10, 2025, through September 9, 2030. The contractor must provide services during specified hours of 6:00 PM to 4:30 AM, Monday through Friday, while maintaining round-the-clock emergency response capabilities. Performance will occur at the Overton Brooks VA Hospital facility at 510 E. Stoner Avenue, Shreveport, Louisiana 71101. The contractor must also maintain emergency power capacity of 11MW and provide free emergency generators if three or more units fail simultaneously due to maintenance-related issues.

Are grounding provisions in place for the load bank?
There are lugs for the ground wires
Is there enough space for the load bank and ventilation clearance?

On page 25 of the Synopsis/Solicitation:
The Contractor shall restore the equipment to full performance within one week of the originating call and/or have the capability to provide a portable emergency generator of equal capacity if the facility has one or two inoperable generators. Charges to the VA for generator rental and tie ins shall originate only upon prior approval being granted by the Contracting Officer as an additional cost to the VA. Use of overtime emergency hours as listed in this PWS may be used toward this item should the VA have not yet exhausted the aggregate for the year. Should the facility experience a failure of three or more generators at one time, the Contractor shall provide portable emergency generators (rental, tie ins and fuel) of equal, total capacity of the units, minus two, at no cost to the VA to maintain an emergency power capacity of 11MW (equivalent of five 2.2 MW units). This shall occur if the inoperability of the units is due to poor maintenance, lead time of replacement parts as part of maintenance program, system failures due to normal wear and tear.
Without knowing the current state of repair, or ongoing maintenance schedule, is it the VA s intent for the contractor to take the full risk and responsibility for providing free-of-charge emergency power if the existing generators are already in a state of disrepair?
It is our intent for the contractor to be held accountable if the generators are down due to contractors negligence of inadequately performing the preventative maintenance. All generators listed in the SOW are tested monthly according to Joint Commission Standards and have been properly maintained up to this point. All
Will the VA allow the contractor to include a rental fee schedule as part of this proposal, broken out on a per-generator basis?
The contract is for maintenance and annual testing. Any emergency rental (unassociated with #2 per the PWS, below, that we would need to cover would likely need to be a new emergency contract for equipment rental
This shall occur if the inoperability of the (3 or more) units is due to poor maintenance, lead time of replacement parts as part of maintenance program, system failures due to normal wear and tear
Does the phrase cited above, if the inoperability of the units is due to poor maintenance include existing units, if poorly maintained currently?
All generators listed in the SOW are tested monthly, in accordance with Joint Commission Standards and have been properly maintained up to this point
