About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8, through the Network Contracting Office-8 in Orlando, is seeking a contractor to provide medium voltage electrical repair services at the Orlando VA Healthcare System facility. The procurement involves replacing three critical medium voltage circuit cables (DBN-7 hospital normal power, DAN-2 domiciliary normal power, and DAG-15 clinic emergency power) that are experiencing significant electrical degradation and splice failures. Contractors must provide all labor, materials, and equipment to replace approximately 5,400 linear feet of medium voltage cables, including new cable installation, terminations, fire taping, and compliance with National Electrical Code standards. The work requires coordination with VA personnel, adherence to safety protocols, and potential evening and weekend work to minimize disruptions to medical center operations. The original solicitation was posted on August 15, 2025, with the question deadline set for August 21, 2025, at 1:00 PM EDT, and the response deadline extended from August 28 to September 2, 2025, at 3:00 PM EST.

This procurement is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 238210 with a small business size standard of $19 million, though the solicitation description contains conflicting information about set-aside status. The total contract value is approximately $19 million and will be awarded as a firm-fixed-price purchase order. The period of performance spans 120 calendar days, specifically from September 15, 2025, to January 13, 2026. Work will be performed at the Orlando VA Healthcare System facility in Orlando, Florida, and contractors must be registered in the System for Award Management (SAM) to be eligible for award. The government has indicated that due to the severity of the medium voltage failure, a pre-site visit was conducted and no additional site visits will be scheduled to avoid further delays in restoring service to the hospital.

Update #2 ·

The purpose of the amendment is to address the following:

Provide a response to the contractor's questions.

Question: Is it possible to schedule a site visit to physically evaluate the severity, distances, and potential obstacles a contractor will face for this project?

Response: Given the severity of the medium voltage failure, a pre-site visit was deemed necessary. Scheduling an additional site visit will further delay the acquisition process required to restore service to the hospital.
