About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 21, is seeking qualified contractors to install a Building 644 Dermatology Generator with associated site preparation work at the VA Northern California Healthcare System's Mather VAMC in Mather, California. This is a pre-solicitation sources sought notice issued for market research and planning purposes only, designed to identify potential qualified vendors before the anticipated formal Request for Proposal release in April 2026. Key contract requirements include constructing a permanent mobile generator enclosure, modifying existing sidewalks for ADA compliance, relocating an existing generator tap box, correcting sidewalk deficiencies, and installing artificial grass and handrails across the site. All work must comply with VA Barrier Free Design Standards and ADA accessibility requirements, and contractors must provide detailed topographic surveys, maintain an electronic project management website, employ an OSHA-designated competent person on-site, and obtain VA security badges for all employees. Responses to this sources sought notice must be submitted by March 31, 2026 at 10:00 AM HST to Contract Specialist Christopher Aguon at christopher.aguon@va.gov, though responses will not constitute adequate submissions to the subsequent formal RFP and all interested parties will need to respond again when the solicitation announcement is published.

This contract opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with the VA requiring that SDVOSB and Veteran-Owned Small Business respondents have their ownership and control verified by the Department of Veterans Affairs and be listed in the Veteran Small Business Certification (VetCert) database. No incumbent contractor or current contract information is identified in this pre-solicitation notice. The project must be completed within 180 days of contract award and encompasses approximately 500 square feet of new generator enclosure construction, modification of existing infrastructure, relocation of electrical equipment, installation of approximately 8,000 square feet of artificial grass, and 75 linear feet of stainless-steel handrail installation. All interested offerors must be registered in the System for Award Management (SAM) with current Online Representations and Certifications on file, and source sought responses should not exceed 10 single-sided pages in Times New Roman 12-point font or larger. The government will not reimburse any costs incurred in preparing responses, and this notice does not obligate the government to procure services, issue a solicitation, or notify respondents of results.
