About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 23, issued a Special Notice on January 2, 2026, announcing its intent to award a sole source contract to U.S. Hospitality Publishers Inc. for continued support, service, and licensing of the pCare Interactive Patient Care System at the Fargo VA Healthcare System. This solicitation (36C26326Q0253) is being conducted under Simplified Acquisition Procedures and will result in a firm fixed price contract with a base year and four option years. The sole source justification is based on U.S. Hospitality Publishers Inc. being the original equipment manufacturer and the only vendor capable of meeting the VA's specific requirements for hardware flexibility, digital signage, IPTV integration, security compliance, and multi-site scalability. Extensive market research was conducted across multiple databases before determining that no alternative vendors could fully satisfy the agency's needs. The contract is effective December 30, 2025, and covers pCare licensing, on-demand movies, support and maintenance services, and NeXgen Gateway EAS Module support.
The primary objective of this notice is to inform other entities of the Government's intent to sole source while providing an opportunity for interested parties to submit capability statements demonstrating their ability to provide these services. All responsible sources may submit responses via email to Joseph.Bennett@va.gov no later than January 9, 2026 at 12:00 p.m. CDT, with the solicitation number included in the subject line. While this notice is not a request for competitive quotations, the Government will evaluate all received capability statements solely to determine whether to conduct a full and open competitive procurement or a small business set-aside competitive procurement. There are no specific eligibility restrictions stated; however, respondents must demonstrate capability and responsibility to provide the required pCare Interactive Patient Care System services. The Government retains sole discretion to proceed with the sole source award or issue a combined synopsis/solicitation if it determines competition is appropriate, and no payment will be provided for responses received.
