About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 16 (VISN 16), Network Contracting Office, published this Special Notice on December 15, 2025, to announce its intent to issue a sole-source contract for TUG Fleet Maintenance services. The contracting office intends to award the contract to ST Engineering Aethon INC, located in Pittsburgh, Pennsylvania, under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, based on the determination that only one responsible source can satisfy the agency's requirements. The contract will provide maintenance services for smart autonomous mobile robots at the Southeast Louisiana Veterans Health Care Service facility in New Orleans, Louisiana. The service contract is structured as a firm-fixed-price agreement with a performance period running from February 1, 2026, through December 31, 2026. This notice invites interested parties to demonstrate alternative capabilities before the government proceeds with sole-source negotiations.

Interested contractors must submit a capabilities statement by January 2, 2026, at 3:00 PM CST to kimberly.anderson6@va.gov with the contract number 36C25626Q0253 in the subject line. The capabilities statement must provide clear and unambiguous evidence of the contractor's ability to deliver the required maintenance services, with simple website registration or posting on sam.gov deemed insufficient to demonstrate capability. All potential respondents must be registered in the System for Award Management (SAM) at sam.gov to be eligible for contract award, and the VA will not accept verbal or facsimile submissions. The solicitation is posted under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC code J059 (Maintenance/Repair/Rebuild of Electrical and Electronic Equipment Components). If no viable alternative responses are received by the January 2, 2026 deadline, the VA retains sole discretion to proceed with direct negotiations with the intended awardee.
