The scope of work includes removal and proper disposal of the existing exhaust ventilator, supply and installation of a new 900 CFM cook exhaust fan, and provision of all necessary piping, fittings, and components for reconnection. Key requirements include that the contractor must be registered as a Service-Disabled Veteran-Owned Small Business (SDVOSB) in the System for Award Management (SAM), provide an OSHA-certified Competent Person on-site, employ Nebraska-licensed electricians and EPA 608-certified HVAC technicians, and complete Lock Out/Tag Out training. The solicitation specifies a firm fixed-price contract with pricing evaluated on completeness and responsibility of the offeror. Critical dates include a mandatory site visit on January 28, 2026 at 10:00 AM, technical questions due by 4:00 PM CST that same day, and quotes due by February 3, 2026 at 12:00 PM Central Time via email to john.milroy@va.gov.
This procurement is designated as a total small business set-aside with no identified incumbent contractors. The contract value is listed as $19 million in the solicitation, though this appears to be a budget ceiling rather than the anticipated award value for this specific task. The performance period runs from February 15, 2026 through March 31, 2026, with work to be completed on a scheduled weekend to minimize impact on hospital operations. All work must be boom-lifted into place, and the contractor must schedule a kickoff meeting within five business days of notice to proceed. The place of performance is 4101 Woolworth Avenue, Omaha, Nebraska 68105, and invoices must be submitted electronically through VA's Tungsten Electronic Invoicing System with payment made by Electronic Funds Transfer.
