About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 is seeking water treatment and water chemistry services for cooling towers and chillers at the Ralph H. Johnson VA Medical Center in Charleston, South Carolina. This procurement covers a base contract period plus four additional option years, specifically excluding steam boilers from the scope of work. The solicitation requires comprehensive water chemistry management services for the facility's cooling systems, with current operations involving chemical mixing at an upstairs station rather than direct dry chemical feeding into the towers. Interested vendors must submit capability statements and quotes by 1:00 PM CST on Friday, August 8, 2025, to Contracting Officer Terri Hudson. The government has provided cooling tower water testing results from July 2025, including Heterotrophic Plate Count analysis showing bacterial levels ranging from 26 to 254 CFU/mL across various system components, all within acceptable limits below the 500 CFU/mL threshold.
This opportunity does not include any set-aside designation and is open to all qualified contractors under NAICS code 325998 for miscellaneous chemical product manufacturing. No incumbent contractor or current service provider is specifically identified in the pre-solicitation materials. The contract structure spans five years total with the base period plus four option years, though specific award values or budget ranges are not disclosed in this pre-solicitation phase. The testing data reveals the facility operates multiple cooling towers (towers 5-7) and chiller systems with "TO CHILLER" and "FROM CHILLER" monitoring points, indicating a complex water treatment system requiring ongoing chemical management and monitoring services. Performance will occur at the medical center located at 109 Bee Street in Charleston, with contracting administration handled through the VA office in Tuscaloosa, Alabama.
