About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 2 seeks commercial fuel treatment, polishing, and tank bottom cleaning services at its Hudson Valley Healthcare System, with quotations due September 11, 2026, at 10:00 AM Eastern Time and questions due August 31, 2026, at 9:00 AM Eastern Time. This procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses.
Place of performance includes two VA Medical Center campuses: Castle Point (Wappingers Falls, NY) and Montrose/FDR (Montrose, NY). The contractor must treat 48 diesel fuel storage tanks ranging from 25 to 30,000 gallons across both locations, performing annual services within ten calendar days before or after the one-year anniversary of the previous service (last completed May 2026). Services include removing water, debris, sediment, bio-organisms, and dirty fuel from tank bottoms; circulating fuel through screens and filters; polishing through 0.5 micron filter elements; and treating with biocide, stabilizers, and water dispersant. The contractor must provide mobile equipment and possess OSHA/HAZWOPER training and experience with ASTM fuel testing procedures. Work is restricted to 8:00 AM to 4:30 PM on weekdays; Federal Holiday work requires VA Hospital and Contracting Officer approval. Daily site access coordination with the Contracting Officer's Representative and facility maintenance is required, as fuel tank ports are locked. No pre-quote site visit is available.
The contract runs October 1, 2026, through September 30, 2027, with four optional one-year extensions through September 30, 2031. Testing may use ASTM D4052 instead of D1298 for API Gravity and ASTM D6468 instead of DuPont F21-61 for Stability/Accelerated Aging testing. Facility projects may result in tank inventory changes during the performance period, triggering contract modifications as needed. NAICS code is 562998; PSC is J045. SDVOSBs are subject to a 50 percent subcontracting limitation. Evaluation weighs Technical Capability, Past Performance (two references from the past three years), and Price. Minimum insurance includes $500,000 general liability per occurrence and $200,000 automobile liability per person. Service Contract Act prevailing wage rates apply to both Dutchess County (WD 2015-5777, Revision 33) and Westchester/Bronx/Rockland Counties (WD 2015-4187, Revision 37).
