About this file

This is a Questions and Answers document (Amendment 0001) for RFQ 36C24226Q0940 addressing HV Fuel Treatment, Polishing, and Tank Bottom Cleaning services for FY27.

The document clarifies eight key procurement requirements and constraints. Vendors must provide mobile equipment to polish fuel in 45 fuel storage tanks across two VA Hospital campuses (Castle Point and Montrose). Testing methodology permits alternative approaches: ASTM D4052 may substitute for ASTM D1298 for API Gravity testing, and ASTM D6468 may replace the legacy DuPont F21-61 method for Stability/Accelerated Aging testing, provided equivalent parameters are delivered in final reports. Annual service windows apply program-wide rather than tank-by-tank, with each service occurring within 10 calendar days before or after the one-year anniversary of the previous service, with the most recent service completed in May 2026. Site access requires daily coordination with the Contracting Officer's Representative (COR) and facility maintenance personnel, as fuel tank ports are locked. Work is restricted to normal hospital operating hours of 8:00 AM to 4:30 PM on weekdays (Monday-Friday), cannot be performed on Federal Holidays without VA Hospital and Contracting Officer approval, and vendors must request approval for work outside standard hours. No pre-quote site visit is available prior to the September 11, 2026 due date. The government acknowledges ongoing facility projects that may result in tank inventory changes (additions, removals, or decommissioning) during the prospective five-year period of performance, with contract modifications to be processed as needed.

FY27 - HV Fuel Treatment, Polishing, Tank Bottom Cleaning

36C24226Q0940 Amendment 0001 | Questions & Answers

Questions Answers 1 Are there fuel filtering systems for all the 45 fuel storage tanks associated with this RFQ or it expected that bidders will provide mobile equipment to polish the fuel tanks?

Yes, it is expected the vendor shall provide mobile equipment to polish the fuel in the fuel tanks.

2 Testing Method - API Gravity: Section E of the SOW specifies ASTM D1298 for API Gravity. Would ASTM D4052 (digital density meter method) be accepted as an equivalent method?

Yes, it an acceptable alternative testing method, provided that all the same testing parameters (density, relative density, API gravity) are provided in the final testing report.

3 Testing Method - Stability/Accelerated Aging: Section E of the SOW specifies the DuPont F21-61 method for Stability/Accelerated Aging testing. As this is a legacy proprietary method, would ASTM D6468 be accepted as an appropriate modern replacement?

Yes, D6468 is an acceptable equivalent test method provided the tests are performed using conditions equivalent to Dupont F21 requirement.

4 Service Window Scope: Section D states that each annual service shall occur within 10 calendar days before or after the one-year anniversary of the previous service, and that the most recent service was completed in May 2026. Can you confirm this window applies once to the full annual program across both campuses (Castle Point and Montrose), rather than being tracked separately per tank?

Yes, correct this applies for the full program and not on a tank-by-tank basis.

5 Site Access: Beyond the standard VA Police check-in and ID badge process described in the SOW, are there specific buildings, tanks, or areas at either campus that require additional escort or special coordination to access?

Yes, the fuel tank ports are locked and need access to be coordinated with the COR and facility maintenance personnel on a daily basis.

6 Working Hours: Are there any restricted access hours, blackout windows, or scheduling constraints (e.g., limited to certain days/times) at either campus that would affect field scheduling?

As noted in the SOW this work cannot be performed on Federal Holidays, unless approved by the VA Hospital and the CO. Also, the normal Hospital operating hours are from 8am thru 4:30pm weekdays

(M-F). The vendor would need to request approval to work outside of these hours.

7 Site Visit: Is a pre-quote site visit available at Castle Point and/or Montrose prior to the September 11, 2026, due date?

No Site Visit is planned at this time.

8 Tank Inventory: Are there any known or planned changes to the tank inventory (additions, removals, or decommissioning) at either campus during the prospective five-year period of performance?

Yes, there are ongoing projects. When the need occurs, a modification to the contract will be processed.
