About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 2, issued Special Notice 36C24226Q0398 on March 3, 2026, announcing its intent to award a sole source contract for annual boiler cleaning and maintenance services to Miller & Chitty Co, Inc. The notice is not a request for proposals or quotations but rather an opportunity for interested vendors to submit Expressions of Interest (EOI) prior to March 5, 2026 at 3:00 PM EST. Market research conducted by the government determined that Miller & Chitty Co, Inc is the only vendor capable of meeting the specific requirements at the VA New Jersey Healthcare System. The government reserves the right to consider all EOIs received by the deadline to determine whether to conduct a competitive procurement instead of proceeding with the sole source award. This notice applies to services at two VA medical centers located at the East Orange and Lyons campuses in New Jersey.
The contract scope encompasses annual cleaning and maintenance of nine Cleaver Brooks fire tube boilers across both campuses, with a performance period from March 16, 2026 through March 15, 2027 plus four optional renewal years. Interested contractors must be authorized Cleaver-Brooks service representatives, hold a current Mechanical Contractors License for New Jersey, employ technicians with at least five years of experience on similar boiler plants, and possess portable electronic flue gas analyzers and an independent confined space program meeting VA requirements. Work will be conducted during April through August within normal business hours (8:00 AM–4:30 PM, Monday–Friday, excluding federal holidays), with the contractor responsible for all labor, materials, parts, supplies, equipment, and transportation. Detailed reports must be submitted within three days of each cleaning, and comprehensive preventive maintenance procedures include boiler tube cleaning, refractory inspection and repair, burner assembly cleaning, combustion adjustment, hydrostatic testing, limited tube replacement, gasket replacement, and dye-checking for cracks. Interested parties must email their EOI to Tiffany Vazquez-Simon at tiffany.vazquez-simon@va.gov by the March 5, 2026 deadline.
