About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 17 seeks replacement of medical vacuum pump equipment at the El Paso Veterans Affairs Health Care System, with proposals due May 11 at 10:00 AM Central Time. This is an SDVOSB set-aside, and the estimated contract value is $19 million.
Place of performance is El Paso, Texas (79930). The contractor must dispose of and replace the existing Dekker VMX0203KA3-40-ES vacuum system (approximately 73 scfm @ 19"HG, triplex oil-sealed configuration) with equipment of equal or greater capacity and capability located in Mechanical Room C-106. The contract period is 180 days following official award, with an effective date range of May 11 to November 10, 2026.
Key technical requirements include ASSE 6010 certification for medical gas technicians, compliance with NFPA 99 standards, provision of third-party ASSE 6030 verification, system startup and commissioning, and onsite training for facility staff. The contractor must implement infection control risk assessments and precautions per VHA protocols and submit a Quality Control Plan and Safety Plan prior to work commencement. Work shall be coordinated during normal business hours (7:30 AM to 4:30 PM Monday–Friday), with after-hours work (4:30 PM to 11:30 PM) available as needed and included in pricing. Mechanical room access is constrained through the first-floor east side loading dock with specific door dimensions (approximately 71" x 80" for entry, 72" x 84" for mechanical room). The contractor must provide a qualified third-party verifier, propose an acceptable shutdown window during non-business hours, retain responsibility for equipment disposal and recycling, and provide a minimum one-year warranty on all parts and labor.
SDVOSB limitations require the prime contractor to perform at least 50% of service costs, with subcontracting limited to certified SDVOSB firms. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is J045. Invoices must be submitted electronically through the Tungsten Network system. The contracting office is located in Temple, Texas, with Contract Specialist Abduel Sanford as point of contact (254-922-1975 or abduel.sanford@va.gov).
