About this file
This is a Technical Questions and Answers document (Amendment 0001) for a Request for Quote (RFQ) solicitation to replace medical vacuum pumps at the Department of Veterans Affairs El Paso Veterans Affairs Health Care System. The solicitation number is 36C25726Q0440, with a response deadline of May 11, 2026 at 10:00 AM Central Time. The contracting office is located in Temple, Texas (76504), and the point of contact is Contract Specialist Abduel Sanford at 254-922-1975 or abduel.sanford@va.gov. This is a Department of Veterans Affairs Network Contracting Office procurement with a Product Service Code J045 (medical equipment) and NAICS Code 238220.
The Q&A document addresses 21 technical questions from potential vendors regarding project scope, equipment specifications, and installation requirements. Key clarifications include: the facility and Contracting Officer's Representative have no brand or manufacturer preference despite the existing Dekker equipment; exhaust termination must meet current NFPA 99 code requirements; the contractor is responsible for providing a qualified third-party verifier and proposing an acceptable shutdown window during non-business hours (after 4:30 PM MST, weekends, and federal holidays); piping work is limited to connections and rerouting necessary to meet NFPA 99 code requirements; the contractor must coordinate a staging area with the Contracting Officer's Representative; mechanical room access is constrained through the first-floor east side loading dock with specific door dimensions provided (approximately 71" x 80" for entry, 72" x 84" for mechanical room); the contractor retains responsibility for equipment disposal and must provide a recycling plan; and existing pipe sizes and equipment nameplate photos are available in the Statement of Work appendix. The document indicates this amendment extends the RFQ closing date and posts the Q&A responses.

· Whether the termination must be turned downward
· Whether a screen is required
· Any minimum clearance requirements from AHUs or building air intakes RESPONSE: The contractor shall ensure exhaust termination meets most current NFPA 99 code requirements.
2. Brand Preference (Sections 3.2.1.4 and 3.3.1) While the existing manufacturer is identified as Dekker and a preferred oil-less triplex configuration is noted, please confirm whether there is any required or preferred manufacturer for the replacement pumps. We respectfully request written confirmation that no brand preference exists, as verbally stated during the site visit.

4. Besides final connections, is any replacement or rerouting of existing medical vacuum piping required?
RESPONSE: Demolition, replacement, and/or rerouting of existing piping shall be completed only as required to facilitate installation of new source equipment and to meet NFPA 99 code requirements. There is no work to be performed beyond the “Vacuum Main Valve”, reference photo of valve on page 2 of the SOW Appendix B document. Reconfigure exhaust piping as necessary.
5. What is the extent of piping demolition, if any, at the equipment room?
RESPONSE: Refer to response to question 4 above.

RESPONSE: A staging area shall be coordinated with and designated by the COR.
14. What are the access constraints to Mechanical Room C-106 (door size, path of travel, etc.)
RESPONSE: The contractor shall be constrained to accessing the mechanical room from the 1st floor, east side loading dock. The entry to the facility from this loading dock has double doors, approximately 71 inch wide and 80 inch high clearance. The corridor leading to the mechanical room is approximately 88 inches wide. The mechanical room entry has double doors, approximately 72 inches wide and 84 inches high. The contractor shall be responsible for field verification.
