About this opportunity

The Department of Veterans Affairs Veterans Health Administration Network Contracting Office 19 is conducting market research to identify potential contractors for boiler gas regulator valve repair services at the Rocky Mountain Regional VA Medical Center. This pre-solicitation notice seeks qualified sources to replace gas pressure regulator valves on four Cleaver Brooks boiler systems, with specific requirements for Fisher 1098 EGR pressure reducing regulators. Contractors must demonstrate minimum five years of experience in gas pressure systems maintenance and repair, particularly with Cleaver Brooks Boiler Systems, and possess the capability to provide OEM parts. The evaluation will focus on contractor qualifications, experience with similar systems, and compliance with subcontracting limitations for veteran-owned businesses. Interested companies must submit responses to natasha.holland@va.gov by 4:00 PM Mountain Time on October 3, 2025, including company information, SAM UEI number, and detailed subcontractor information. The opportunity falls under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors.

This market research initiative does not include any set-aside designations, though the VA shows particular interest in Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses through specific compliance documentation requirements. No incumbent contractors or current service providers are identified in the documentation. The contract timeline specifies completion of valve replacements within 30 days of contract award, encompassing four separate boiler systems requiring regulator installation and system adjustments. Additional deliverables include system startup and commissioning services, facility staff training, and comprehensive service reporting. The solicitation requires contractors to detail any subcontractors they plan to utilize and demonstrate how they will comply with VA limitations on subcontracting requirements. No specific contract value or budget range has been disclosed in this preliminary market research phase.
