About this opportunity

This is a sources sought notice and request for information issued under FAR Part 10 for informational and planning purposes; no award will be made, and participation is voluntary, though responses may influence the Government's acquisition strategy.
Work will be performed at the Internet Cafe and Pain Clinic in Building 500-F and must be completed within 120 calendar days from the Notice to Proceed. The scope includes complete demolition and replacement of 17 heat pump units, two air-cooled condensing units, all refrigeration piping and components, and reintegration with the existing Johnson Controls Metasys building automation system. While the design basis specifies Mitsubishi equipment, the VA prefers an updated comparable JCI/York system to maintain operator proficiency. The contractor must furnish all labor, supervision, equipment, materials, tools, permits, testing, commissioning, and documentation for turnkey replacement with minimal disruption to VA operations and patient care.
Work must comply with VA Design Standards, VA HVAC Design Manual, VA Master Construction Specifications, OSHA, EPA refrigerant handling requirements (40 CFR Part 82), NFPA standards, and ASHRAE standards. The facility is occupied and mission-critical, requiring strict adherence to infection control protocols, safety procedures, and noise mitigation. The NAICS code is 238220 with a $19.0 million small business size standard. If responding as a small business, at least 51 percent of the work must be self-performed.
