About this file
This is a Performance Work Statement (PWS) for the removal and replacement of an existing Variable Refrigerant Flow (VRF) HVAC system at the Martinsburg VA Medical Center in Martinsburg, West Virginia. The project, identified as 613-24-165, requires complete demolition and replacement of the current VRF system serving the Internet Cafe and Pain Clinic in Building 500-F, with all work to be completed within 120 calendar days from the Notice to Proceed. The scope includes removal of 17 heat pump units (HPU-1 through HPU-17), two air-cooled condensing units (ACCU-1 and ACCU-2), all interconnected refrigeration piping and components, and reintegration with the existing Johnson Controls Metasys building automation system. While the design basis specifies Mitsubishi equipment, the VA prefers an updated comparable JCI/York system to maintain operator proficiency. The contractor must furnish all labor, supervision, equipment, materials, tools, permits, testing, commissioning, and documentation for a complete turnkey replacement with minimal disruption to VA operations and patient care.
Work must comply with VA Design Standards, VA HVAC Design Manual, VA Master Construction Specifications (Divisions 23 and 26), OSHA regulations, EPA refrigerant handling requirements (40 CFR Part 82), NFPA standards, and ASHRAE standards. The project occurs in an occupied, mission-critical facility requiring strict adherence to infection control protocols, safety procedures, and noise mitigation standards. Key deliverables include a Project Work Plan and Safety Plan (due within 7 days of NTP), HVAC equipment submittals, ICRA/Infection Control Risk Assessment documentation, commissioning reports, as-built drawings, and Operations & Maintenance manuals. The contractor must obtain VA-issued badges, undergo background checks per VA Directive 0710, submit a Job Hazard Analysis, and comply with all security, access control, and daily safety walk-through requirements. Government-furnished utilities include electrical power and water for testing; laydown storage and elevator use are limited and require coordination with the VA Contracting Officer's Representative.
