The notice, posted on July 9, 2025, indicates the VA's intention to award a firm fixed-price contract to Atlantic First Industries Corporation, a service-disabled veteran-owned small business located in Manhasset, New York. This procurement is being conducted under Federal Acquisition Regulation provisions for single source solicitation in conjunction with commercial product acquisition regulations. The contract falls under NAICS code 333912 (Air and Gas Compressor Manufacturing) with a size standard of 1,000 employees and uses Product Service Code J041 for maintenance and repair of air conditioning equipment. The VA has prepared a Justification for Single Source Awards to support this sole source procurement approach.

The primary objective of this Special Notice is to replace a failing medical compressed air system that no longer meets humidity requirements, with the contractor required to provide a complete turnkey installation including a Quadraplex Medical Air System with modular skid-mounted scroll compressors, duplex desiccant dryers, control panel, and alarm system. Interested parties have until July 11, 2025, at 2:00 PM Eastern Time to submit responses demonstrating their capability to provide the requested products and services, with submissions required to include business name, Unique Entity Identification number, and contact information sent to lasonja.harvey@va.gov. The new system must fit within specific dimensional constraints of a 15ft by 22ft room with maximum height of 7ft and provide minimum 4ft clearance on all sides. Contract requirements include a two-year parts warranty and one-year labor warranty, with delivery and installation to be completed within 60 days of the anticipated July 14, 2025 award date. While this is a sole source notice, the VA will consider responses from responsible sources to determine whether competitive procurement would be advantageous to the government.
