About this opportunity

The Department of Veterans Affairs, Veterans Health Administration Veterans Integrated Service Network 8 is soliciting quotations for exhaust hood and ductwork cleaning services at the Ponce Out-Patient Clinic (POPC) in Puerto Rico under RFQ 36C24826Q0190. The procurement seeks a contractor to provide monthly cleaning of exhaust hoods, plenums, and hood filters; quarterly cleaning of ductwork and exhaust fans; a one-time deep cleaning service at contract start; and installation of one access door in the ductwork to facilitate future inspections. Evaluation will be based on three factors: technical capability, past performance, and price, with vendors required to submit technical approaches demonstrating PWS compliance and at least one professional certification. The revised quote submission deadline is January 27, 2026 at 3:00 PM Atlantic Standard Time, with a site visit having been conducted on January 20, 2026 at the POPC facility.

This is a Total Small Business Set-Aside under NAICS code 561790 with a small business size standard of $9 Million, with no incumbent contractor as this is a new contract. The contract encompasses one single Grease Master exhaust hood and fan with approximately 75 linear feet of ductwork and eight grease filters requiring cleaning at the facility exterior behind the loading dock. The contract period consists of a 12-month base period running from April 1, 2026 through March 31, 2027, followed by one 12-month option period (April 1, 2027 through March 31, 2028) and an additional six-month option period (April 1, 2028 through September 30, 2028). All cleaning services must be conducted after normal POPC operating hours (7:00 AM to 4:00 PM, Monday through Friday) with at least five calendar days' advance notice to the Facility Point of Contact, and the contractor must use government-approved "green" cleaning products. The place of performance is the VA Euripides Rubio Clinic-Ponce Outpatient Clinic located at 1802 Navarra Street, Ponce, Puerto Rico 00716-2001.
