About this opportunity

The Department of Veterans Affairs' Great Lakes Acquisition Center seeks quotes on behalf of VA Illiana Health Care System (VAIHCS) in VISN 12 for condenser coil replacement, with quotes due November 4, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside, and quoters must be certified by the Small Business Administration.

Scope covers OEM-approved condenser coils for the CGAM060F2A chiller's Circuits 1 and 2 at Building 14, 1900 E. Main Street, Danville, Illinois, plus installation, testing, and commissioning. The chiller is installed at grade. Performance period is 30 days from award. Work must comply with OEM specifications, EPA Section 608 requirements, ASHRAE standards, and OSHA regulations. Required qualifications are EPA Section 608 certification, demonstrated HVAC/chiller coil replacement experience, Illinois state and local mechanical and refrigerant licenses, and OSHA 10/30 training.

VAAR 852.219-75 applies the 50% Services subcontracting limitation, not the 75% Special Trade Construction limitation. The contractor may not pay more than 50% of Government payments to non-certified SDVOSB/VOSB firms. The contractor may buy OEM coils directly, with subcontractors performing installation labor only. Service Contract Act Wage Determination 2015-5021, Revision 30, for Vermilion County, Illinois, applies. Certified payroll is not required. R-410A refrigerant is Government-furnished for any pre-existing shortage.

Amendment 0002, posted October 28, 2026, updates the superintendent, Site Safety and Health Official, and Quality Control Manager answers, states that no key personnel are required, and does not extend the due date. Changes are highlighted in yellow in the attachment. Submit quotes by email to eric.king2@va.gov as a single PDF with no special subject line.

Evaluation factors are price, technical capability, and relevant experience. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, and the PSC is J041.

A: eric.king2@va.gov

A: Return file as one document with any attachments included (PDF Preferred).

A: No special subject line necessary.

A: No Key Personnel requirements.

Q: The VAAR 852.219-75 certification in the package appears with both the services limitation (50%) and the special trade construction limitation (75%, cost of materials excluded) presented. Which limitation governs this requirement?

i) [X] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219 73 or certified VOSBs listed in the SBA certification database as set forth in 852.219 74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.

Q: If MK2E purchases the OEM replacement coils directly and a local subcontractor performs installation labor only, please confirm that structure is consistent with the governing limitation's calculation (materials excluded under the special trade construction prong.

Must this individual be a direct W-2 employee of the prime contractor, or may a qualified subcontractor employee serve under the prime contractor s direction and authority?
