About this file
This is a Vendor Questions and Answers amendment document that provides Government clarifications to potential offerors regarding a condenser coils replacement solicitation for the VA Illiana Health Care System (VAIHCS) in Danville, Illinois.
The amendment addresses 14 vendor inquiries covering submission procedures, equipment specifications, labor requirements, and contractual obligations. Quotes must be submitted by email to eric.king2@va.gov as a single PDF document with no special subject line required. The equipment to be replaced is a CGAM060F2A chiller with serial number U10A13482, located at grade level at Building 14. The Period of Performance is 30 days from award date. Key clarifications include: certified payroll submissions are not required; R-410A refrigerant will be Government-furnished for any pre-existing shortage; repair must be completed within the performance period with material sourcing issues addressed on a case-by-case basis; and no dedicated Key Personnel are required, including no mandatory Project or Site Supervisor, Site Safety and Health Officer (SSHO), or Quality Control Manager. Regarding the Service-Disabled Veteran-Owned Small Business (SDVOSB) subcontracting requirement under VAAR 852.219-75, the correct limitation is the 50% services threshold (not the 75% special trade construction threshold), meaning the contractor cannot pay more than 50% of Government payments to non-certified SDVOSB/VOSB firms. The contractor may directly purchase OEM replacement coils with local subcontractors performing installation labor only, consistent with the services limitation calculation.

6. Q: The VAAR 852.219-75 certification in the package appears with both the services limitation (50%) and the special trade construction limitation (75%, cost of materials excluded) presented. Which limitation governs this requirement?

Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.
7. Q: If MK2E purchases the OEM replacement coils directly and a local subcontractor performs installation labor only, please confirm that structure is consistent with the governing limitation's calculation (materials excluded under the special trade construction prong.
