About this file
This is an Amendment/Modification of Solicitation form (SF 30) incorporating the Government's responses to vendor questions for RFQ 36C25227Q0051. The amendment provides clarifications on submission procedures, technical specifications, and key personnel requirements for condenser coils replacement work at the VA Illiana Health Care System in Danville, Illinois.
The solicitation requires replacement of condenser coils for a CGAM060F2A chiller unit (serial number U10A13482) installed at grade level at Building 14. Quotes must be submitted as a single PDF document via email to eric.king2@va.gov with no special subject line required. The period of performance is 30 days from award date. Key clarifications include: certified payroll submissions are not required; additional R-410A refrigerant will be government-furnished; the Services limitation (50% subcontracting cap to non-certified SDVOSB/VOSB firms) applies rather than the Special Trade Construction limitation; and coil procurement lead time issues will be addressed on a case-by-case basis. Personnel requirements include a site superintendent satisfactory to the Contracting Officer with on-site presence during all work, a Site Safety and Health Official (SSHO) with formal delegation of authority (may be a subcontractor employee), and a Quality Control Manager meeting specified qualifications. One qualified individual may serve concurrently in multiple roles (Superintendent, SSHO, and QCM) provided they maintain physical on-site presence whenever work is performed.

Vendor Questions
This amendment incorporates the Government’s responses to questions submitted by potential offerors. These questions and corresponding answers are provided for clarification purposes only and do not revise or otherwise change the requirements unless explicitly stated within this amendment.
1. Q: Please confirm how quotes are to be submitted: by email to eric.king2@va.gov, or to the Great Lakes Acquisition Center address in SF 1449 block 9 and advise any required subject line or file format.
A: eric.king2@va.gov A: Return file as one document with any attachments included (PDF Preferred).
A: No special subject line necessary.
2. Q: Please provide the serial number from the CGAM060F2A nameplate, needed to order the OEM coils.
A: The serial number is U10A13482 (See Picture on Last Page)
3. Q; Is the chiller at Building 14 installed at grade or on a roof?
A: The chiller is installed at grade.
4. Q: Please confirm whether certified payroll submissions are required for the condenser-coil replacement work and identify the applicable clause and reporting instructions.
A: Not Required
5. Q: Clarification regarding refrigerant quantities, existing piping leaks, coil procurement lead times and the period of performance, and key personnel requirements.
A: Period of Performance is date of award plus 30 days, per the solicitation schedule of items (B.2). This answers the “coil procurement” lead times.
A: No Key Personnel requirements.
6. Q: The VAAR 852.219-75 certification in the package appears with both the services limitation (50%) and the special trade construction limitation (75%, cost of materials excluded) presented. Which limitation governs this requirement?
A: The correct block is Services not Special Trade Construction. So, disregard the Special Trade Construction block, as it is not applicable to this RFQ.
i) [X] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.
7. Q: If MK2E purchases the OEM replacement coils directly and a local subcontractor performs installation labor only, please confirm that structure is consistent with the governing limitation's calculation (materials excluded under the special trade construction prong.
A: That block was incorrectly checked. See question five (5) answer.
8. PWS 2.1 Task 4 (B)-(C) Additional Refrigerant:
Q: Please confirm whether R-410A needed to replace a pre-existing shortage or loss from the existing system will be Government-furnished or separately compensated through a contract modification.
A: Additional R-410A will be government furnished.
9. PWS 2.1 Tasks 4 (A) and (B) Refrigerant Leaks Q: Existing Refrigerant Piping Leaks
A. If additional leaks are detected outside of the condenser coils, this must be immediately brought up to the COR and CO to determine next steps
10. Q: Coil Lead Times:
A: The repair must be conducted within the time frame of the period of performance. Any issues with sourcing materials will be addressed on a case-by-case basis.
11. PWS 9.1; Project or Site Supervisor:
Q: Please confirm whether a dedicated Superintendent or Site Supervisor is required, the minimum qualifications, and whether continuous onsite presence is required whenever work is performed. Must this individual be a direct W-2 employee of the prime contractor, or may a qualified subcontractor employee serve under the prime contractor’s direction and authority?
A. Yes FAR 52.236-6, Superintendence by Contractor, mandates that at all times during contract performance –from NTP through completion-the contractor must either directly superintend the work or assign a competent superintendent who * is satisfactory to the Contracting Officer (CO) * has authority to act on behalf of the contractor on-site.
12. PWS 9.1(d); applicable safety requirements
Q: Please confirm whether a designated SSHO is required and identify the minimum training, certifications, experience, and onsite attendance requirements. Must the SSHO be a direct W-2 employee of the prime contractor, or may a qualified subcontractor employee serve in this role?
A. Yes. Contracts governed by VA specifications, a qualified employee of a subcontractor can serve as SSHO if they have formal delegation of authority from prime and their appointment is submitted and approved by the CO with adequate supporting documentation.
13. PWS 8.3 Quality Control Manager
Q: The PWS requires a Quality Control Plan. Please confirm whether a dedicated QCM is also required, and identify minimum qualifications, certifications, and onsite attendance requirements. Must the QCM be a direct W-2 employee of the prime contractor, or may a qualified subcontractor employee serve under the prime contractor’s QCP?
A. Yes, can be direct prime or subcontractor employee. Must be qualified and given formal delegation of authority. Named in quality control plan and presented to the Contracting Officer. Meet all qualifications and certifications specified.
14. PWS 8.3 and 9.1 Combined Key Personnel Roles:
Q: Please confirm whether one qualified individual may serve concurrently as Superintendent/Site Supervisor, SSHO, and QCM, or in any combination of these roles. If separate personnel are required, please identify the roles that must be separated and whether each must remain onsite whenever work is performed.
A. Yes, they must be physically present on-site whenever work is being performed, satisfying presence requirements for all assigned roles.
All other terms and conditions remain unchanged. The RFQ response date remains unchanged.
