About this opportunity

The Department of Veterans Affairs Veterans Health Administration Network Contracting Office 02 has issued a Special Notice announcing its intent to conduct a sole source procurement for diesel generator and equipment storage and maintenance services. The notice, posted on August 6, 2025, indicates the VA intends to award a contract to H.O. Penn Machinery under FAR 13.501(a) for specialized storage and maintenance of government-owned equipment currently held for the James J. Peters VA Medical Center in Bronx, New York. The procurement involves 14 categories of equipment including two large Caterpillar C175-16 diesel generators weighing 44,000 pounds each, along with various HVAC equipment, switchgear, battery chargers, and electrical components. The contract period will run from December 21, 2025, through December 20, 2026, with four additional one-year option periods available.

The purpose of this sole source approach is to ensure proper storage and maintenance of critical equipment while preserving existing warranty coverage and maintaining optimal functioning condition of all components. Key requirements include maintaining a storage facility within 50 miles of the Bronx VA Medical Center, providing segregated storage exclusively for VA equipment, performing periodic maintenance using Caterpillar-certified technicians, and offering specialized rigging services for equipment onloading when needed. The VA justifies the sole source award based on H.O. Penn's status as the authorized Caterpillar retailer for the New York City area and their ability to maintain existing warranty coverage through March 2026. While this is not a competitive solicitation, interested parties may submit capability statements demonstrating their ability to meet the requirements by August 13, 2025, at 12:00 PM ET to Contract Specialist Christopher Weider. Prospective contractors must be registered in the System for Award Management (SAM) and demonstrate they can provide Caterpillar-certified maintenance services while maintaining warranty protection.

For item 1, at the conclusion of storage the government property requires special equipment (e.g. rigging, crane) to accomplish onloading to vehicles. The current warehouse has been inspected to ensure it meets manufacturer requirements for equipment storage, which is required before award. While in storage, the Contractor s manufacturer certified technician shall perform periodic maintenance of the two Diesel Engine Generator Caterpillar units, Model Number C175-16 (60Hz).

The two (2) Diesel Engine Generators manufactured by Caterpillar (Model Number C175-16 (60Hz)) require specialized care and maintenance while in storage for a period longer than three months. The original equipment manufacturer is Caterpillar Inc., which restricts maintenance services to authorized maintainers. H. O. Penn is an authorized Caterpillar Inc. retailer and maintenance provider covering the New York City geographical area. H.O. Penn will continue to provide storage for all items and periodic maintenance for the diesel generators.

The two diesel generators are currently under a warranty, provided by H.O. Penn, expiring March 2026 which covers any damage or failures due to workmanship and is in accordance with Caterpillar Limited Warranty SELF5731. It is the understanding of the government that no other company can provide this guarantee and protection of the two Diesel Engine Generators. Only Caterpillar-certified technicians can perform this service and protection with certainty that the equipment will work properly after installation and without risk to the terms and conditions of the warranty.
