This is a Special Notice announcing the Department of Veterans Affairs' intent to conduct a sole source procurement for diesel generator and equipment storage and maintenance services. The Veterans Health Administration Network Contracting Office 02 intends to award this contract under FAR 13.501(a) to H.O. Penn Machinery (122 Noxon Road, Poughkeepsie, NY 12603) for storage and maintenance of government-owned equipment currently held for the James J. Peters VA Medical Center in Bronx, NY. The procurement covers 14 categories of equipment including two large Caterpillar C175-16 diesel generators (44,000 lbs each), HVAC equipment, switchgear, battery chargers, and various electrical components with a total equipment value exceeding $100,000.

The contract period runs from December 21, 2025 through December 20, 2026 with four one-year option periods. Key requirements include: storage facility within 50 miles of the Bronx VA Medical Center, segregated storage for VA equipment only, periodic maintenance by Caterpillar-certified technicians, specialized rigging services for equipment onloading, and maintaining existing warranty coverage through March 2026. The VA justifies sole source award based on H.O. Penn's status as the authorized Caterpillar retailer for the NYC area and their existing warranty coverage. Interested parties may submit capability statements by August 13, 2025 at 12:00 PM ET to Contract Specialist Christopher Weider at christopher.weider@va.gov, though this is not a competitive solicitation. The NAICS code is 811310 with a $12.5 million size standard.

For item 1, at the conclusion of storage the government property requires special equipment (e.g. rigging, crane) to accomplish onloading to vehicles. The current warehouse has been inspected to ensure it meets manufacturer requirements for equipment storage, which is required before award. While in storage, the Contractor’s manufacturer certified technician shall perform periodic maintenance of the two Diesel Engine Generator Caterpillar units, Model Number C175-16 (60Hz).

The two (2) Diesel Engine Generators manufactured by Caterpillar (Model Number C175-16 (60Hz)) require specialized care and maintenance while in storage for a period longer than three months. The original equipment manufacturer is Caterpillar Inc., which restricts maintenance services to authorized maintainers. H. O. Penn is an authorized Caterpillar Inc. retailer and maintenance provider covering the New York City geographical area. H.O. Penn will continue to provide storage for all items and periodic maintenance for the diesel generators.

The two diesel generators are currently under a warranty, provided by H.O. Penn, expiring March 2026 which covers any damage or failures due to workmanship and is in accordance with Caterpillar Limited Warranty SELF5731. It is the understanding of the government that no other company can provide this guarantee and protection of the two Diesel Engine Generators. Only Caterpillar-certified technicians can perform this service and protection with certainty that the equipment will work properly after installation and without risk to the terms and conditions of the warranty.
