About this opportunity
The General Services Administration, procuring on behalf of the Internal Revenue Service, seeks installation of an intrusion detection system at the C. Clifton Young Federal Building & US Courthouse in Reno, Nevada, with proposals due November 2, 2026. This is a total small business set-aside under NAICS 561621, Security Systems Services (except Locksmiths).
Place of performance is Reno, Nevada. The procurement requires installation of a Bosch B8512G control panel (or approved equal) with three Bosch B942 keypads connected to the IRS Granite IT switch port via IP ethernet, removal of the existing Ademco panel and zone expanders, and retention and reconnection of all 48 existing alarm points and field device wiring without replacement. The contractor must be licensed in one of the 50 states for low-voltage alarm work; Nevada-licensed electrical subcontractors may perform line-voltage work. An unlicensed small-business prime contractor may manage the contract while appropriately licensed subcontractors perform installation and electrical work. Work hours are 7:00 AM to 5:00 PM Monday through Friday. The performance period runs from October 30, 2026, through July 30, 2027, with work to begin within 10 calendar days of notice to proceed and completion required within 90 calendar days. Davis-Bacon prevailing wage rates apply to Washoe County, Nevada.
Estimated contract value is below $50,000. The contract type is firm fixed price with lump sum pricing. PSC code is N063. Payment protection (payment bond preferred at 100 percent of contract price, or irrevocable letter of credit) is required within 10 days of award. Pricing must separately itemize labor burden, profit, overhead, insurance, and bond rate. Evaluation criteria are technical approach, experience on similar projects completed within the past three years, price, and CPARS past performance review. Three amendments have been issued; Amendment 0003 (October 22, 2026) extended the due date to November 2 and provided pre-bid RFI responses. Quotations must use the updated SF 1442 (version 2, dated October 22, 2026) and be submitted electronically to Contracting Officer Kasey Wilkie at kasey.wilkie@gsa.gov.
