About this file
This document is a Pre-Bid Request for Information (RFI) Q&A for GSA Solicitation 47PD5526Q0052 regarding IRS Security Enhancements, dated October 21, 2026.
The project scope involves installation of an intrusion detection system (IDS) at a federally owned IRS facility in Nevada. The primary deliverable is one Bosch B8512G control panel (or approved equal) with three Bosch B942 keypads connected to the IRS Granite IT switch port for Mega Center data connectivity via IP ethernet. The contractor must remove the existing Ademco panel and zone expanders, retain and reconnect all 48 existing alarm points and field device wiring without replacement, and reuse the existing dedicated 20-amp electrical circuit. No new field devices, video surveillance integration, asbestos abatement, or new wiring and conduit are required. Work hours are 7:00 AM to 5:00 PM Monday through Friday within a 90-day performance period beginning after security clearances are received. The project is located at a federally owned facility, so contractors must be licensed in one of the 50 states for low-voltage alarm work; Nevada-licensed electrical subcontractors may perform line-voltage work. An unlicensed small-business prime contractor may manage the contract while appropriately licensed subcontractors perform installation and electrical work. Payment protection (either a payment bond using SF 25A or an irrevocable letter of credit) is required within 10 days of award. Pricing must separately itemize labor burden, profit, overhead, insurance, and bond rate. Building drawings and the 48-point SDR device location list will be provided to the awarded contractor post-award.

Pre-Bid RFIs 10/21/2026 Solicitation: 47PD5526Q0052 Project: IRS Security Enhancements
# QUESTION RESPONSE
1 Prime Contractor License: Must the prime contractor itself hold an active Nevada contractor’s license at the time of quotation, award, or performance, or may the prime satisfy Section 3.9.2 by subcontracting all regulated installation work to an appropriately licensed Nevada contractor? Nevada contractors license is not required.
2 Required Nevada Classification: What Nevada contractor license classification or subclassification does GSA consider applicable to the intrusion detection system scope—for example, C-2 Electrical Contracting, C-2d Low Voltage Systems, C-2c Fire Detection, or another classification? Nevada contractors license is not required
3 Licensed Electrician: May the requirement for a licensed electrician be satisfied through a Nevada-licensed electrical subcontractor responsible for all line-voltage work, hardwired circuits, outlets, breakers, and related electrical connections? Yes.
4 Permitted Teaming Structure: Would GSA accept a teaming structure under which an unlicensed small-business prime contractor performs contract management, procurement, coordination, and administrative functions, while appropriately licensed Nevada subcontractors perform all field installation and electrical work requiring state licensure? Yes.
5 Item 12a of the Solicitation indicates “NO” in response to whether the Contractor must furnish any required performance and payment bonds. However, the solicitation also includes a “Bonding Required” section referencing FAR 52.228-13, Alternative Payment Protections, which states that the Contractor shall submit payment protection. Could the Government please clarify whether bonding/payment protection is required for this solicitation and confirm which provision governs?
The selected awardee will be required to submit a payment protection within 10 days of award. Per FAR 52.228-13, the payment protection can be either a payment bond or irrevocable letter of credit. If submitting a payment bond, form SF25A must be used. A performance bond is not required.
6 Drawings and point list. Attachment C, Section 2.1, refers to floor plans or drawings showing device locations, and Section 3.6.3, IDS Requirement c, refers to "all 48 alarm points from current SDR list." Neither the drawings nor the SDR list is in the solicitation package. Please provide both, or confirm they will be issued at award. HPSI has assumed 48 existing alarm points re-terminated to the new panel.
Section 3.6 details the scope of this project. It includes one (1) control panel and three (3) key pads. This is the extent of the project. We are not replacing wiring to these devices or any other devices.
7 Existing detection devices. Section 3.6.3 lists motion detectors, duress buttons, glass break detectors, door contacts, and sounders as "N/A," while the synopsis description mentions motion detectors. Please confirm that all existing field devices and their wiring are retained and reconnected, and that no new detection devices are required. HPSI has assumed no new field devices. All items listed as N/A in section 3.6 are not part of this scope.
8 Existing panel and wiring condition. Requirement e directs demolition of the old Ademco panel and zone expanders. Please identify the existing panel model, confirm the existing device home-runs terminate at the panel location, and state whether any existing loops are known to be faulted. HPSI has assumed the existing 48 loops are serviceable and land within reach of the new panel location.
Cut sheets of the existing system can be provided. We do not have asbuilts that show wiring pathway but I think its safe to assume they all terminate in the control panel. Also safe to assume that we have no fault issues since the system is operating fine. If you feel the need to qualify your proposal under assumptions section, please do so.
9 Panel and communications path. Section 3.6.3 specifies a Bosch B8512G or approved equal with Mega Center data connectivity, and Section 3.8.1 lists a Government-furnished analog telephone line. Please confirm whether the FPS MegaCenter requires IP (Conettix over the IT-provided switch port), analog dialer, both paths, or cellular backup. HPSI has assumed IP primary with the GFE analog line as backup.
Connetion to MegaCenter will be via IRS Granite provided IT Switch port to B8512G onboard ethernet port. No analog dialer.
10 Keypad count. The scope calls for three Bosch B942 keypads and notes that one keypad is included with a "Vista Kit." Please confirm three keypads total are required. HPSI has assumed three. Scope includes three keypads only.
11 Video surveillance tie-in. Requirement c calls for connecting the IDS panel to the video surveillance system to tag video for the closest camera on any alarm. Please identify the VSS make, model, and software version, and the integration method the IRS expects (dry-contact alarm inputs at the recorder, or a software integration). HPSI has assumed dry-contact outputs from the IDS to alarm inputs on the existing recorder. No a requirement for this project.
12 Electrical power. Section 3.5.I requires hardwiring by a licensed electrician. Please confirm whether the existing dedicated circuit serving the Ademco panel may be reused for the new panel and auxiliary power supply, or whether a new dedicated circuit is required. Please also confirm that a Nevada-licensed electrical subcontractor satisfies the licensing requirement for the line-voltage portion, with the low-voltage alarm work self-performed by the prime. HPSI has assumed the existing circuit is reused.
Existing circuit can be reused. Nevada licensed electrical sub is acceptable.
13 Contractor licensing. Section 3.9.2 requires the contractor to be licensed. Please confirm which license the Government requires for low-voltage alarm work performed inside a federally owned building in Nevada, and whether a contractor licensed in another state, self-performing on federal property, satisfies this requirement.
For private lease, the contractor must meet the local licensing requirement, by the municipality and state.
For Federally owned facility, it must be licensed in one of the 50 states. This project is a federally owned facility.
14 AutoCAD deliverables. Requirement d requires Mega Center diagrams in AutoCAD. Please confirm whether GSA or the IRS will furnish the base floor plan in DWG format, and whether PDF plus DWG is acceptable for the electronic deliverable. CSD or PDFs will be provided.
15 Facility clearances and schedule. Attachment B, Section 10.0, states security clearance instructions will be provided at award.
Please state the expected processing time for contractor personnel access (fingerprinting, HSPD-12 or FPS background check) so the 90-day performance period can be planned around it, and confirm whether that processing time counts against the 90 days. NTP will be issued after security clearance are received.
16 Working hours. Attachment B lists 7 AM to 5 PM; Attachment C, Section 3.8.3, lists 7 AM to 6 PM Monday through Friday. Please confirm the governing hours and whether any of the work must occur outside tenant hours. Work hours will be from 7am to 5pm.
17 Asbestos. Section 5 of Attachment C requires written confirmation that penetration areas are asbestos-free before drilling. Please confirm whether an asbestos survey exists for the IRS suite and whether GSA will provide it at award. We will provide a GSA asbesotos survey.
18 Price breakdown. Attachment B, Section 3.0, asks that the proposal show labor burden, profit, overhead, insurance, and bond rate. Please confirm these may be shown as separate lines in the Volume IV price breakdown rather than embedded in each line item. Yes. Please breakdown these items as separate lines.
19 Payment bond. FAR 52.228-13 requires a payment bond or irrevocable letter of credit within 10 days of award. Please confirm the bond amount is based on the awarded contract price and that a surety-issued payment bond on an SF 25A is acceptable.
Yes. Selected awardee will be required to submit a payment protection within 10 days of award. If submitting a payment bond, form SF25A must be used.
20 The base SOW identifies working hours as 7:00 AM–5:00 PM, while the Physical Security System SOW identifies 7:00 AM–6:00 PM. Please confirm the normal work hours bidders should use for pricing and scheduling. Work hours will be from 7am to 5pm.
21 The Physical Security System SOW references drawings showing approximate IDS device locations; however, no IDS device-location plan is included in the provided documents. Please provide the applicable IDS floor plan/device layout. Will be provided.
22 The IDS scope requires connection of all 48 alarm points from the current SDR list; however, the 48 points are not identified in the provided documents. Please provide the current SDR list identifying each alarm point and device location. Will be provided.
23 The scope requires removal of the existing Ademco panel and zone expanders and installation of a new IDS panel; however, it does not define whether the existing field devices and wiring are to be reused or replaced. Please identify which existing devices and wiring are to remain and be reconnected to the new IDS.
Existing wiring will be reused. This was described at the site visit.
Qualify your bid.
24 The IDS scope requires alarm events to tag the nearest camera in the existing Video Surveillance System; however, the VSS scope is otherwise identified as N/A. Please confirm whether the Contractor is responsible for any VSS programming, licensing, or hardware modifications required to provide this integration. No a requirement for this project.
25 The IDS SOW requires a dedicated 20A circuit but does not identify the serving electrical panel or routing. Please identify the electrical panel serving the new IDS equipment and confirm available breaker space and approximate routing to the new IDS panel. Existing circuit will be used.
26 The IDS SOW permits concealed/fished wiring within agency-protected space and requires EMT for wiring outside protected space. Please identify the limits of the agency-protected space and locations where EMT is required. There is no new wiring and conduit as part of this scope.
Will the government provide building drawings?
Drawing(s) for Denver Mega Center integration will be provided to the awarded contractor only.
