About this opportunity

The Department of the Interior National Park Service Northeast Region seeks firm fixed-price quotes for irrigation system maintenance and repairs at Independence National Historical Park in Philadelphia, Pennsylvania, with proposals due June 11, 2026. The procurement is set aside for Total Small Business under NAICS 221310 (Water Supply and Irrigation Systems).

Place of performance is Philadelphia, Pennsylvania, across multiple garden and historical areas within the park including the Rose Garden, Magnolia Garden, Independence Hall Block, Liberty Bell Block, and others. The Government operates 14 multi-zone irrigation systems and will provide irrigation maps and device locations to the awarded contractor. Contractors must conduct weekly inspections of all zones across each system to identify defects such as broken heads or non-operating valves, then submit findings with material cost estimates for Government approval before proceeding with repairs. All controllers are timer-based without smart or remote access capabilities. The contractor is not responsible for backflow device certifications or testing, nor for removing and reinstalling backflow devices during winterization and startup activities; however, contractors must ensure backflow devices provide water. Contractors must have a minimum of three years' experience in commercial or institutional irrigation system maintenance and employ personnel trained in irrigation hydraulics, electrical troubleshooting, and system diagnostics. Work shall be performed Monday through Friday, 7:00 a.m. to 3:00 p.m., excluding federal holidays.

The base contract period runs July 1, 2026 through June 30, 2027, with four one-year option periods extending through June 30, 2031. Repair materials are reimbursed at actual cost not to exceed $2,500 annually; repair labor costs are excluded from the annual not-to-exceed limit. A mandatory site visit occurs May 11, 2026 at 9:00 a.m. at 143 South 3rd Street, Philadelphia, Pennsylvania 19106. Questions are due May 22, 2026 at 12:00 p.m. Eastern Time; initial quotes are due May 29, 2026 at 12:00 p.m. Eastern Time; revised quotes are due June 5, 2026 at 12:00 p.m. Eastern Time. All submissions must be sent electronically to Contracting Officer Deborah Coles at Deborah_Coles@ios.doi.gov; faxed submissions will not be accepted. Contractors must be registered in SAM.gov at the time of award. Award will be made to the lowest-priced technically acceptable offer based on technical capability, relevant experience, biobased product certification, contractor compliance, and pricing.
