About this opportunity
The Department of the Air Force Materiel Command Test Center is seeking to procure upgrades and repairs for Dragoon ITCN C-STAT Timing testers through solicitation FA282325Q0057. These specialized timing testers are used to test chaff and flare systems on multiple aircraft configurations including EC/HC/MC-130, C-130J, A-10, HH-60, F-16, and MC-12 platforms. The upgraded C-STAT systems must provide enhanced capability to capture firing pulse and locations of expendables dispensed from aircraft, with technical requirements including cannon plug style cables, MIL-STD 1553 connectivity, IPV6 capabilities, FIPS 140-2 encryption compliance, and TEMPEST program compliance. The contract will be evaluated as a firm fixed-price acquisition under NAICS code 334515 for instrument manufacturing. The solicitation was posted on July 22, 2025, with offers due by 12:00 PM on July 24, 2025, providing an extremely tight two-day response window.
This procurement is set aside for Women-Owned Small Business (WOSB) concerns, though the supporting documentation indicates Dragoon Technologies INC is the incumbent contractor and sole source provider holding the design, software, and intellectual property rights for the current C-STAT equipment. The contract involves upgrading 7 CMDS Collectors, 96 CMDS Timing Testers, associated cases, and 118 interface cables for the 350 SWG DET 1. Delivery is required within 365 calendar days from contract award, with performance and delivery at Eglin Air Force Base, Florida. The upgrades are expected to reduce mission execution time by over an hour per test, potentially saving the Combat Air Force hundreds of hours annually across more than 300 tests conducted during mission-critical operations. The contract includes a one-year warranty and requires compliance with special asset tagging per MIL-STD-130.
