About this opportunity

The Iowa Army National Guard is soliciting quotes for the 2025 State Child & Youth Symposium, a comprehensive 7-day residential camp program designed to develop life skills and resilience for Iowa Army National Guard dependents. The procurement seeks a contractor to provide complete camp services including lodging, meeting space, meals, medical staffing, and diverse programmed activities for a maximum of 85 youth participants. Key requirements include maintaining an adult-to-youth ratio of 1:6, conducting background checks on all staff, following CDC COVID-19 guidelines, and offering age-appropriate activities such as archery, arts and crafts, challenge courses, and team-building exercises. The contract will be awarded on a firm-fixed price basis to the lowest-priced quote meeting minimum specifications under NAICS code 721214 for Recreational and Vacation Camps. Electronic quotes must be submitted by 10:00 a.m. central time on July 7, 2025, with required documentation including camp brochures, proposed meal menus, availability dates, and completed contractor information and pricing tables.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors, though it encourages submissions from various small business categories including service-disabled veteran-owned, women-owned, and historically underutilized business zone small businesses. No incumbent contractor or current service provider is identified in the solicitation materials, and no specific contract value or budget range is disclosed in the available documentation. The camp must be conducted within Iowa between July 20 and August 9, 2025, with participants paying a non-refundable $35 registration fee per youth that the contractor will be responsible for managing. The performance work statement emphasizes the camp's mission to help military-connected youth connect and share experiences while developing greater resilience through structured activities. The contractor will be required to create comprehensive camp agendas, maintain required documentation throughout the event, and ensure compliance with all federal wage determination requirements as outlined in the Service Contract Act provisions.
