About this opportunity
The Department of the Navy Naval Supply Systems Command seeks procurement of one ion chromatograph system for the Ship Repair Facility and Japan Regional Maintenance Center at U.S. Naval Base Yokosuka, Japan, with quotes due August 2, 2026. This procurement is designated for Women-Owned Small Businesses and restricted to sources duly authorized to operate and do business in Japan under DFARS 252.225-7042; prime contractors outside Japan must submit documentation unambiguously demonstrating compliance with this requirement as part of their offer.
Place of performance is Yokosuka, Kanagawa, Japan (Building A-61, Receiving Warehouse). NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6630, Chemical Analysis Instruments.
The ion chromatograph system must meet precise technical specifications: external dimensions not exceeding 550 mm width × 1,000 mm depth × 700 mm height, weight not exceeding 50 kg, operation in ambient temperatures of 15–35°C with 40–80% relative humidity, and AC power supply of 100–240 volts at 50–60 Hertz. The system must include a dual plunger pump with flow rates of 0.1–2.0 ml/minute at minimum 35 MPa pressure resistance, vacuum degassing, an electric conductivity detector with measuring range of 0–5,000 µS/cm, and either a gel-type or electronically regenerated suppressor. The column oven must maintain 25–40°C with 0.5°C accuracy. The automatic sampler must accommodate 50 vials minimum of 1.5 ml volume with automatic dilution and variable loop injection capabilities. The system must analyze fluoride, chloride, and bromide ions with seven consecutive analyses at 0.1 mg/L achieving relative standard deviation less than 5%.
The contractor shall install the system on-site, conduct operational and performance testing witnessed by SRF-JRMC representatives, and provide on-site training in Japanese. A workstation with Intel Core i5 CPU, 8 GB memory, 1 TB storage (HDD or SSD acceptable), Full HD monitor, and Windows 11 Pro, plus two sets of technical manuals in English and Japanese, must be included. Warranty is one year from installation with a minimum seven-business-day response time for defective parts, replaced at no charge during the warranty period. All quotes must be submitted on an "ALL or NONE" basis; partial or incomplete quotations are ineligible. Amendment 0001 was issued July 31, 2026, clarifying technical specifications and removing off-site training requirements.
