The Department of the Navy Naval Facilities Engineering Command is conducting this competitive solicitation (BID S009-26JA) for scrap metal materials including mixed copper breakage, #2 ICW, irony aluminum, and MLC across four distinct lots. Awards will be made to the highest bidder for each lot, with tied bids requiring resubmission within one hour; the evaluation criteria is based solely on price per pound offered. All bids must be received by 12:00 P.M. Pacific Time on March 16, 2026, and winning bidders will be notified in writing within two business days of bid closure.
This solicitation carries no set-aside designations and represents a government asset sale rather than a traditional procurement contract. The four lots contain approximately 22,000 pounds of non-ferrous metals: Lot 1 (10,100 lbs. of Mixed Copper Breakage in 2 containers), Lot 2 (10,300 lbs. of #2 ICW in 6 containers), Lot 3 (1,300 lbs. of Irony Aluminum in 2 containers), and Lot 4 (300 lbs. of MLC in 1 container), all staged in standard 4x6 containers. Successful bidders must submit payment via bank draft or cashier's check prior to material transfer, remove all materials within 15 business days of award on an f.o.b. origin basis, and certify that purchased property will be completely destroyed through melting, shredding, or equivalent methods for scrap use only. The performance location is Naval Air Station Fallon, Fallon, Nevada 89406, and late payment penalties ranging from $50 to $150 weekly will be assessed for non-compliance with payment terms.
