About this file

This is an Invitation to Bid (ITB) issued by Navy Region Southwest (NRSW) Qualified Recycling Program for the sale of miscellaneous non-ferrous metals located at Naval Air Station Fallon (NASF). The solicitation, BID S009-26JA, offers four lots for competitive bidding: Lot 1 consists of 10,100 lbs. of Mixed Copper Breakage (2 – 4x6 containers); Lot 2 contains 10,300 lbs. of #2 ICW (6 – 4x6 containers); Lot 3 includes 1,300 lbs. of Irony Aluminum (2 – 4x6 containers); and Lot 4 offers 300 lbs. of MLC (1 – 4x6 container). Bidders must submit prices per pound for each lot via email to cnrsw-qrp-sales@us.navy.mil by 12:00 P.M. Pacific Time on 16 March 2026. Each lot will be awarded to the highest bidder; in case of a tie, tied bidders must submit revised bids within one hour. Winners will be notified in writing within two business days of bid closure.

Payment is required prior to material transfer by bank draft or cashier's check payable to "U.S. Treasury," mailed in advance to the NRSW QRP office in San Diego. The estimated weights are minimums; actual quantities may exceed estimates, and buyers will be invoiced for additional material up to 20% above the advertised estimate within five business days of pickup, with payment due within 15 business days. Material weights and payment shall be based on customer or commercial scale recordings, with off-base weight tickets faxed or emailed immediately. Buyers must remove all material within 15 business days of award (f.o.b. origin), with a minimum 24-hour notice required before pickup. If NRSW QRP containers are used, they must be returned in original condition within 15 business days. The buyer assumes full liability for all applicable taxes and assumes responsibility for vehicle licensing, insurance compliance with Nevada regulations, proper load configuration, and indemnification of the NRSW QRP, U.S. Navy, and United States. Bidders must certify that purchased property will be completely destroyed by melting, shredding, or equivalent method and used solely as scrap. Late payment penalties escalate weekly from $50 (Week 1) to $150 (Week 4), after which buyers face permanent removal from future spot sale bids and potential termination of Term Sales agreements.
