About this opportunity
The National Park Service Intermountain Region seeks motorized invasive plant treatment services for Grand Teton National Park, with quotations due May 22 and a site visit offered May 13. This is a 100% small business set-aside under NAICS 561730 (Landscaping Services). Amendment 0002, effective May 20, updated the Statement of Work to specify minimum and maximum acreage ranges per year and added FAR clauses 52.216-18 and 52.216-19 (Economic Price Adjustment), and now requires UTV photograph documentation.
Place of performance is Moose, Wyoming. The contract is structured as an IDIQ with a one-year Base Year (June 1, 2026 – May 31, 2027) plus two optional one-year periods. Two primary service lines apply: motorized cover treatments (full-coverage boom spraying at minimum 12 gallons per acre and 150 acres per 12-hour workday; estimated 50–700 acres annually) and motorized spot treatments using foot or UTV-based handheld spray guns where ATVs and truck-mounted systems are prohibited (estimated 250–700 acres annually). The Government will treat approximately 1,080 acres of roadsides per year with a guaranteed minimum of 300 acres. Pricing is per-acre and must include all mobilization and demobilization costs.
Maximum contract value is $349,000 with a minimum guarantee of $40,000 on the first delivery task order. All contractor personnel performing herbicide mixing or application must hold current Wyoming Commercial Pesticide Applicators licenses. Contractors must provide all materials, equipment, labor, licensing, supervision, and transportation; the Government supplies herbicides and adjuvants. Work occurs Monday through Friday during daylight hours between June 1 and July 15 annually. Quality standards require minimum 90 percent weed mortality, with failure triggering rework at contractor expense and payment reductions of 10–20 percent for deficiencies or zero payment for unacceptable performance. The Government conducts final inspections at least 14 days post-treatment.
Contractors must submit daily treatment records and GPS-collected electronic data (NAD 83 coordinates and track logs in ArcGIS Pro-compatible format, or GPX/shapefile) within 14 days of completion. Service Contract Labor Standards apply; contractors must maintain liability insurance at $100,000 per person, $500,000 per occurrence, and $100,000 property damage. All-Terrain Vehicles are prohibited; only Utility Terrain Vehicles are permitted. Evaluation considers price, technical approach (limited to two pages), and prior experience demonstrated through three project examples from the past three years. Electronic invoicing through the Treasury Invoice Processing Platform is required.
