About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 15, is soliciting Intraoperative Neurophysiologic Monitoring (IONM) services for the VA St. Louis Healthcare System, John Cochran Division. The contractor must provide comprehensive IONM services including on-site technologists and remote neurologist oversight with 24/7/365 availability, responding to emergencies within 60 minutes and elective cases within two business days. Key qualifications include neurologists who are board-certified or board-eligible with unrestricted medical licenses and technologists with American Board of Registered Electroencephalographic and Evoked Potential Technologists (ABRET) certification and Certified Intraoperative Neuromonitoring (CNIM) credentials. The contractor must furnish all required personnel, equipment, telemedicine technology, network infrastructure, and supplies necessary to deliver services in the operating room. Evaluation criteria emphasize technical capability and past performance more heavily than price, with performance assessed through a Quality Assurance Surveillance Plan monitoring patient access, safety, licensing, medical records, privacy/HIPAA compliance, and billing timeliness. The proposal deadline is May 15, 2026, at 5:00 PM CDT, with the amendment extending the original April 27 deadline.
This solicitation is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), limiting competition to qualified businesses in that category. The contract is structured as an Indefinite Delivery/Indefinite Quantity arrangement with a firm fixed-price model and a $10 million ceiling, running from November 15, 2026, through November 14, 2027, with four optional one-year extensions available through November 14, 2031. Pricing is based on 450 hours during normal business hours and 12 hours outside normal business hours per contract period; facility data indicates zero completed IONM cases since October 2025, though the facility previously averaged 5–9 cases per month with an average case duration of 4.75 hours. Services shall be performed at the VA St. Louis Healthcare System, John Cochran Division, located at 915 N. Grand, St. Louis, Missouri 63106. The contractor must comply with extensive requirements including VA and Joint Commission standards, Service Contract Act prevailing wage determinations, Immigration and Nationality Act certifications, E-Verify compliance, and comprehensive information security and privacy protocols outlined in the Contractor Rules of Behavior agreement.
